The state subsidizes fertility treatments in addition to the benefits provided by statutory health insurance.
In vitro fertilization (IVF) and intracytoplasmic sperm injection (ICSI) treatments in the first to fourth treatment cycle that meet the requirements of this administrative regulation are eligible for funding.

Benefits for persons with statutory health insurance require that
a) the couple referred to in number 3 who wish to take advantage of treatment in accordance with number 2 fulfill the requirements of § 27a of the Fifth Book of the Social Code (SGB V) irrespective of the existence of a marriage, whereby § 27a paragraph 1 number 2 second half-sentence SGB V does not apply to the fourth treatment cycle,
b) the couple referred to in number 3 has their main residence in Mecklenburg-Vorpommern and
c) the treatment takes place in an approved reproductive medicine facility in Mecklenburg-Vorpommern; the use of an approved reproductive medicine facility outside Mecklenburg-Vorpommern is only eligible for funding in justified exceptional cases to avoid hardship.
Number 4.1 shall apply accordingly to persons not covered by statutory health insurance.
Grants may only be approved if treatment has not yet begun. As a rule, the prescription for the hormone treatment preceding the treatment is to be regarded as the start. The preparation of the treatment plan and the declaration of assumption of costs by the statutory health insurance (GKV), the subsidy and/or the private health insurance do not constitute the start of the measure within the meaning of number 1.3 of the administrative regulations on § 44 of the Mecklenburg-Vorpommern state budget regulations.
A grant to couples living in a non-marital partnership in accordance with number 3.2 requires that the father of the child declares with the application for the grant that he intends to recognize paternity if the mother of the child becomes pregnant as a result of the funded measure.
The approval authority decides on the approval by written notification.
Request, disbursement and proof of use procedure
By way of derogation from the provisions in sections 1.4 and 6 of the General Auxiliary Provisions for Project Funding, the following procedure applies:
(a) The grant shall be paid out on the own contribution already made by the couples. To this end, an application for payment of the grant must be submitted to the granting authority within nine months of completion of the treatment. The request for funds in accordance with Annex 3 (married couples) or Annex 6 (couples living in a non-marital partnership) must be accompanied by
aa) copies of the invoices for the expenses incurred in connection with the treatment and the corresponding proof of payment (for example receipts, bank statements) and
bb) copies of proof of any statutory health insurance benefits that go beyond the benefits according to § 27a paragraph 3 sentence 3 SGB V.
b) Persons not covered by statutory health insurance must also submit a confirmation from their private health insurance stating the extent of the reimbursement granted. Persons entitled to benefits must also submit proof of the reimbursement granted by the benefits office.
c) The granting authority will pay the subsidy on the basis of the actual own contribution up to the amount of the approved subsidy after checking the documents submitted.
d) The submission of the request for funds, including complete supporting documents, is deemed to be proof of appropriate use.
- Together with the federal government, the state shall award grants in equal shares in accordance with this administrative regulation and the administrative regulations on Section 44 of the Mecklenburg-Vorpommern State Budget Code
- as well as the directive of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth on the granting of benefits for the promotion of assisted reproduction measures of March 29, 2012, which was last amended by the directive of December 23, 2015, for the financial support of couples with an unfulfilled desire to have children in the use of assisted reproduction measures.
