Support for the economy through grants to companies for the costs of continuing vocational training

Who is eligible for funding?

Recipients of funding can be natural persons who are the owners of a company, partnerships and legal entities under private law that have their registered office, branch or permanent establishment in Mecklenburg-Vorpommern.

What is supported?

The state of Mecklenburg-Vorpommern provides grants for the purpose of professional qualification of employees, which serve the goal of securing skilled workers through the acquisition, maintenance and expansion of professional skills and qualifications and thus support in particular the adaptation of companies and employees to technical, economic and demographic change.

The following measures are funded for companies with a registered office, branch or permanent establishment in Mecklenburg-Vorpommern:

Training vouchers

Funding is provided for participation in further vocational training for employees through measures that make it possible to maintain, expand or acquire skills and qualifications in the company context.

Company-specific measures

• to determine the skills of employees,
• to analyze the qualification needs of employees with regard to their jobs in the company,
• for the professional qualification of employees, which make it possible to acquire, maintain and expand their skills and qualifications to secure skilled workers in the company.

How is funding provided?

The grant is awarded as part of project funding in the form of a non-repayable subsidy.

Grants for training vouchers

• The amount of the grant is 50 percent of the eligible expenditure, up to a maximum of EUR 3,000.00 per training voucher and training measure. Eligible expenses are the course costs of the external service provider invoiced to the recipient of the grant. The approval period is generally 24 months.
• The following are not eligible for funding: refundable VAT, discounts and rebates; costs charged to the company by external service providers for invoicing the measure; examination times and examination fees; costs for hospitality (drinks, snacks, meals, etc.). Qualifications to which the applicant is obliged by law are excluded from the grant.

Grants for company-specific measures

• The amount of the grant is generally 50 percent of the eligible expenditure. The amount of the grant can be 60 percent of the eligible expenditure for medium-sized companies and 70 percent for small companies. These applicants must meet the EU definition for small and medium-sized enterprises in accordance with Regulation (EU) No. 651/2014 Annex I. Eligible expenses are the services of the external service provider invoiced to the grant recipient.
• Not eligible for funding are refundable VAT, discounts and rebates; costs charged to the company by external service providers for invoicing the measure; examination times and examination fees; costs for hospitality (drinks, snacks, meals, etc.).
• Qualifications to which the applicant is obliged by law are excluded from the grant.

Education vouchers

• Application form including attachments 1, 2 and 3
• Power of attorney attachment, if applicable
• Copy of the current and complete extract from the association or commercial register (NOT OLDER THAN 12 MONTHS)
• Copy of business registration or membership certificate from the responsible chamber or entry in the professional register or health insurance license

Company-specific measures

• Formal application including attachments 1 and 2
• If applicable, enclosure granting of power of attorney
• Copy of the current and complete extract from the commercial register (NOT OLDER THAN 12 MONTHS)
• Copy of the business registration
• Offer(s) from the external service provider(s)
• Proof of suitability of the external service provider

The funding requires that the consulting and qualification services are provided by suitable external service providers that are neither an affiliated company of the applicant nor a partner company of the applicant (in accordance with Annex 1 Article 3 numbers 2 and 3 of Regulation (EU) No. 651/2014).

External service providers are deemed suitable if they meet one of the following requirements

• state recognition as an institution for continuing education in accordance with Section 6 of the Continuing Education Promotion Act of May 20, 2011 (GVOBl. M-V, p. 342),
• a recognized quality management system certificate in accordance with Section 4 (1) of the Continuing Education State Ordinance,
• a quality management system recognized by the approval authority,
• a special aptitude recognized by the granting authority in connection with the measure or
• proof that the measure to be carried out is covered by the object of the statutes or the business registration.

The funding of measures with training vouchers requires that the employees' declarations of consent to the processing of their personal data in accordance with the relevant data protection regulations are submitted with the application.

The funding of company-specific measures requires that the company confirms with the invoice that the declarations of consent of the employees regarding the processing of their personal data in accordance with the relevant data protection regulations are available in the company.

Application

The application must be submitted to the granting authority in the required form before the start of the project. The application documents are available from the granting authority or can be downloaded from the Internet at www.gsa-schwerin.de.

Approval

The granting authority is the GSA - Gesellschaft für Struktur- und Arbeitsmarktentwicklung mbH. Grants are approved by written notification from GSA - Gesellschaft für Struktur- und Arbeitsmarktentwicklung mbH.
Education vouchers issued in the course of approval must be assigned to the external service provider in writing and in agreement with the external service provider.

Request for funds / proof of use procedure

Education vouchers are settled by the external service provider. With the legally binding assignment in the education cheque, the payment claim from the grant notification is assigned to the service provider.
The (collective) settlement voucher, available at www.gsa-schwerin.de, must be used for the settlement of education vouchers. The education vouchers can be submitted by the external service provider to the granting authority for payment within a period of three months after the end of the approval period.

The external service provider must submit the following documents with the submission:

• a qualified certificate of participation in the form of the training voucher signed by the external service provider and the employees concerned with participant-related details,
• an overall statement showing both the portion covered by the training voucher and the own contribution to be paid by the recipient of the grant,
• proof of payment of the grant recipient's own contribution.

Company-specific measures are settled by the grant recipient.

In the case of company-specific measures, a request for funds can only be made after the service has been provided and the eligible costs have been paid, at the latest six months after the end of the approval period.

The grant recipient must submit the following documents when submitting the request for funds:

• a numerical proof using the form specified by the granting authority, a list of receipts using the form specified by the granting authority,
• the original invoices plus proof of payment,
• for projects to determine the skills of employees and to analyze the training needs of employees, a course-related list of participation in the measure confirmed by the funding recipient,
• for projects for the professional qualification of employees, a course-related list of participation in the qualification confirmed by the funding recipient and the employees concerned,
• a description of and evidence of the publicity measures carried out during the project term,
• a factual report on the success of the project,
• for projects for the professional qualification of employees, confirmation from the funding recipient that the employees' declarations of consent to the processing of their personal data in accordance with the relevant data protection regulations have been received by the company.

If the aforementioned procedure for drawing down funds is complied with and, in the case of company-specific measures, a formal factual report containing comments on the success of the measure is also submitted, proof of use is deemed to have been provided. A separate proof of use procedure is not necessary.

The state of Mecklenburg-Vorpommern generally grants funding to companies that have their registered office, branch or permanent establishment in Mecklenburg-Vorpommern for the participation of their employees in vocational training measures.

The funding can

• in the form of training vouchers or
• for company-specific measures to determine skills, to analyze the qualification needs of employees with regard to their jobs in the company or for the professional qualification of their employees.
