Purpose of funding, legal basis
The state of Mecklenburg-Vorpommern provides funding to promote sustainable settlement development in small rural communities with up to 10,000 inhabitants (funding area 1).
The purpose of the grant is to strengthen the specific potential of rural areas in a targeted manner so that the highest possible proportion of the population living there can find an economic basis and thus create an attractive living environment.
Object of the grant
The following measures can be funded in the main towns of selected basic centers:
- the construction and modification of public communal facilities and ancillary facilities, in particular
a) Schools,
b) day care centers,
c) meeting centers,
d) multi-generation houses,
e) other educational and cultural facilities,
f) social facilities in the healthcare sector,
- the valorization of public buildings and ensembles that are historically valuable or characterize the townscape for their subsequent use,
- the design of public elements of historic town centers as well as the construction and modification of public development facilities, in particular roads, paths and squares,
- the creation of district parks and other public green spaces and
- the redevelopment and development or revitalization of industrial, commercial, transport and military wasteland if a concrete concept for subsequent use is available. The measures should serve to remove contamination, demolish permanently vacant buildings and infrastructure or create infrastructure for subsequent use.
Recipients of funding
The funding is aimed at the basic centers of the state of Mecklenburg-Vorpommern defined in the Rural Development Program (EPLR) for the 2014 to 2020 funding period. Beneficiaries are the municipalities with up to 10,000 inhabitants listed in the annex to the guidelines. Non-profit corporations under private law may also be grant recipients for public community facilities.
Type and scope, amount of the grant
The grants are provided as part of project funding and are granted as partial funding in the form of a non-repayable grant.
The grants amount to 100 percent of the eligible expenditure, of which 75 percent is covered by EU funds and 25 percent by national funds (public body).
Procurement regulations must be observed. Requests for funds are made on the basis of paid invoices.
The following must be submitted with the application for the measures
- in the case of grants to municipalities, a declaration that national co-financing will be provided,
- in the case of grants to non-profit corporations under private law for public community facilities, a declaration that the national co-financing will be provided by a corporation under public law,
- in the case of grants to municipalities whose long-term viability is at risk or has ceased to exist on the basis of the data evaluation from RUBIKON, a separate statement on the measure from the responsible legal supervisory authority,
- for schools, a statement from the responsible school development planning authority and the responsible ministry on the viability of the school location,
- for other educational institutions, a concept and proof of need,
- for child daycare facilities, a statement from the responsible local youth welfare organization,
- room and functional program.
Grants are only awarded for measures whose implementation has not yet begun at the time of application. An early start to the measure may be permitted by the responsible approval authority in justified individual cases upon written application.
The overall financing of the measure and the financing of follow-up costs must be secured. Grants are only awarded to municipalities if the provision of the necessary own contributions and the follow-up costs associated with the project are compatible with their long-term financial capacity. If, on the basis of the data evaluation from the computerized budget evaluation and information system of the municipalities (RUBIKON), the permanent financial capacity of a municipality is at risk or has ceased to exist, a grant can only be considered for measures in the mandatory area of responsibility or if the project serves to restore the permanent financial capacity or at least does not stand in the way of this.
The planning of the measure must show that the time frame can be met. The project sponsor must ensure that the measure is implemented on time and that the proof of use is submitted on time.
Measures submitted must contribute to the objectives of the European Agricultural Fund for Rural Development (EAFRD) in accordance with Articles 4 and 5 of Regulation (EU) No. 1305/2013. The measures should serve to implement an integrated rural development concept (ILEK) recognized by the Ministry of Agriculture and the Environment by contributing to the functional strengthening and upgrading of settlement areas that are important for the future, taking into account the objectives listed in the ILEK.
Grants for measures are only awarded if the total sum of all investment costs is at least EUR 10,000 and no more than EUR 5,000,000.
Funding for schools is based on a statement from the responsible school development planning agency and the ministry responsible for schools regarding the viability of the school location. Funding for day-care facilities for children is provided on the basis of an opinion from the respective public youth welfare organization responsible for the day-care facilities. Other education-related measures are generally only funded on the basis of development planning based on concepts and differentiated long-term proven needs.
A grant is only awarded upon written formal application. The application must be submitted by March 31 or September 30 of each year via the responsible legal supervisory authority.
The granting authority is the Mecklenburg-Vorpommern State Funding Institute. It issues the approval notice with the consent of the Ministry of Energy, Infrastructure and Digitization.
An appeal against the approval notice may be lodged with the Mecklenburg-Vorpommern State Funding Institute within one month of notification.
