What is supported?
Compensation for natural or economic restrictions in the management and use of forest areas within Natura 2000 areas in Mecklenburg-Vorpommern and within the eyrie protection zone Il of the designated eyrie sites.
The funding serves to maintain, safeguard and develop the forest conservation area and the respective relevant protected assets in Natura 2000 areas and within the Eyrie Protection Zone Il of the designated eyrie sites in Mecklenburg-Vorpommern.
There is no legal entitlement to the grant.
Object of the grant
The object of the grant is the compensation of difficulties in the lawful management of forest areas in accordance with § 2 of the State Forest Act, which are located in designated areas in accordance with Directive 92/43/EEC (FFH areas) or Directive 2009/147/EC (European bird sanctuaries) or within the eyrie protection zone Il of the designated eyrie sites.
Compensatory difficulties are increased management expenses and reduced management yields and prohibition in the eyrie protection zone Il:
- for forest areas in FFH areas or for forest habitat types with restrictions due to the choice of tree species, the extension of rotation periods, the preservation of biotope trees and biotope tree candidates,
- for certain species in FFH areas with restrictions due to the preservation of habitat trees and candidate habitat trees, old and dead wood, old wood islands,
- for areas in European bird sanctuaries with restrictions on use and
- increased administrative expenses (e.g. increased traffic safety obligations, additional information, planning and coordination expenses).
- for the prohibition of forestry measures in the Eyrie Protection Zone II
Excluded from a grant are difficulties on areas that have been transferred to the owner free of charge for the purpose of nature conservation. Furthermore, forest areas for which no use is permitted by public law contract or legal regulations are excluded from compensation payments.
These include in particular
- Nature conservation areas with no possibility of use,
- eco-account areas with no possibility of use,
- compensatory measures under nature conservation law with no land use,
- areas in nature conservation projects that cannot be used.
Who is eligible for funding?
Recipients of funding are private and municipal forest owners pursuant to Section 4 (3) of the State Forest Act or their associations, including consortia.
How is funding provided?
The grant is awarded as fixed-amount funding.
The annual amount of the grant is
- EUR 25.00 per hectare for forest areas in FFH areas to compensate for the increased administrative costs; the grant is limited to an area of up to 100 hectares per operation,
- EUR 88.00 per hectare for forest areas with identified forest habitat types in FFH areas,
- EUR 104.00 per hectare for forest habitats of the hermit in FFH areas,
- EUR 56.00 per hectare for forest habitats of the greater mouse-eared bat or the pug bat in FFH areas,
- EUR 165.00 per hectare for lesser spotted eagle sanctuaries in European bird sanctuaries in forests.

If several bindings in accordance with 5.2 of the Directive (Forest Compensation Directive - Forest EARL M-V) coincide on one area, the grant is calculated on the basis of combinations.

The forest area must be located within the state of Mecklenburg-Vorpommern.
Grants are only awarded for areas for which specialist reports on management plans, bat and hermit habitats are available or which are located in a lesser spotted eagle conservation area within a European bird sanctuary. Grants for eyrie protection zone II are only awarded for areas for which the data has been recorded by the State Agency for the Environment, Nature Conservation and Geology and which are outside FFH areas.
The area of a forest block may not be less than 0.3 hectares. Deviations from this may be permitted by the responsible specialist supervisory department.
The minimum disbursement amount is EUR 200 (de minimis limit).
If grant recipients do not reach the de minimis limit, it is possible to apply for the grants via a merger. The merger of grant recipients is expressly desired and is not a circumvention offense pursuant to Article 62 of Regulation (EU) No. 2021/2116.
- Apply for the hardship allowance online in the M-V agricultural application by 15 May of an application year

The earliest start date for payment is January 31 of the following year of application, as the necessary checks and inspections, reviews of the documents and approval notices can be sent from this date and payment can be made on this basis.
The application must be submitted by May 15 of each year via the agricultural application.
In accordance with Article 13 of Delegated Regulation (EU) No 640/2014, if a payment claim is submitted late, the amount to which the claim would have been entitled if it had been submitted on time will be reduced by 1 percent per working day. If the deadline is exceeded by more than 25 calendar days, the claim will be considered inadmissible and rejected.
