As part of the European Regional Development Fund (ERDF), the state of M-V has funds available to promote integrated sustainable urban development.
Purpose of the grant
The state of Mecklenburg-Vorpommern provides grants for infrastructural measures (projects) for integrated sustainable urban development with the following objectives:
a) Improving the sustainable use of cultural heritage,
b) improving the quality of the urban environment and
c) improving opportunities for integration into education, work and society.
Object of the grant
The following can be funded
- urban development projects to improve the sustainable use of cultural heritage, provided they are small infrastructure projects where the total expenditure does not exceed the threshold of EUR 12.5 million (EUR 25 million in the case of UNESCO World Heritage Sites)
- urban development projects to open up and develop urban and inner-city brownfield sites, residential environment design and green networking
- environmentally relevant transport infrastructure projects, with the exception of local public transport projects, which contribute significantly to the reduction of emissions of air pollutants and/or noise and to the protection of human health by reducing the risk of accidents
- Projects to improve urban infrastructures (including improving their accessibility), with the exception of local public transport projects, which facilitate the integration of specific population groups into education, work and society.
Beneficiaries
Beneficiaries are the municipalities classified as regional and medium-sized centers in the state of Mecklenburg-Vorpommern. In addition to municipal projects, measures sponsored by the state can also be supported.
Type and scope, amount of the grant
The grant is awarded as part of project funding as partial funding. It generally amounts to 75% of the eligible costs.
The municipality can pass the grant on to third parties. The grant recipient's own contribution to the eligible expenditure can also be provided by a third party in the case of projects involving day-care facilities for children.
For measures sponsored by the state of Mecklenburg-Vorpommern, the amount of the grant is up to 100 percent of the eligible costs.

Declaration by the municipality on its long-term performance capability with current data evaluation from the computer-aided budget evaluation and information system for municipalities - RUBIKON
Statement from the responsible legal supervisory authority - The application form and a form for the statement from the legal supervisory authority are available from the Mecklenburg-Vorpommern State Funding Institute, Werkstraße 213, 19061 Schwerin, or can be downloaded from the Internet at www.lfi-mv.de.
The funding of projects requires the existence of a positively assessed, up-to-date integrated urban development concept. In the concept, the municipal strategies for overcoming the economic, demographic, ecological, climatic, cultural and social challenges and problems facing the municipality must be worked out and comprehensively presented. The projects submitted for funding must be developed in the context of the strategy.
The individual projects must meet at least one of the following objectives:
(a) Improving the sustainable use of cultural heritage,
b) improving the quality of the urban environment and
c) improving opportunities for integration into education and work.
Application procedure
Projects are generally selected within the framework of a competition call. The selection criteria are attached to the respective call. The projects must be submitted to the Mecklenburg-Vorpommern State Funding Institute via the responsible legal supervisory authority.
The highest building supervisory authority is responsible for the technical aspects.
For the submission of a project, the municipalities select projects from the entirety of potentially feasible projects for their municipality to implement their integrated urban development concept. If several projects are proposed, the municipality determines a ranking order.
The applications for the projects must be accompanied by documentation of the project selection at municipal level.
The responsible ministry informs the municipality about the decision on project selection at state level and, in the event of a positive vote, invites it to submit a qualified funding application to the Mecklenburg-Vorpommern State Funding Institute.
The projects are generally selected as part of a competition.
- As part of the European Regional Development Fund (ERDF), the state of M-V has funds available for the promotion of integrated sustainable urban development.
- The funding is awarded in a two-stage process based on applications from the cities.
- In the first stage, 23 regional and medium-sized towns were included in the ERDF funding program in 2015 and 2016 on the basis of a call for concepts from the state and integrated urban development concepts submitted accordingly.
- In the second stage, projects are selected by a selection committee following calls for competition by the Ministry of Energy, Infrastructure and Digitalization.
