Grants within the framework of social housing promotion are awarded on the basis of the Housing Promotion Act, the funding guidelines and the associated decrees and announcements, as well as the state budget regulations and the administrative regulations for § 44 of the state budget regulations of the state of Mecklenburg-Vorpommern.
The state of Mecklenburg-Vorpommern grants subsidies for the creation and modernization of affordable housing.
The state supports the creation and maintenance of apartments with socially acceptable housing costs with a wide range of funding offers. Furthermore, student housing and housing for trainees is also supported as part of the federal-state "Young Housing" programme (for example, the creation of new dormitory places through new construction, expansion or conversion as well as the modernization of dormitory places). Funding is provided via the New Social Housing Construction Programme and the Modernization Guideline.
What is funded?
- New construction or modernization of social housing for third parties (rental apartments) as well as the creation of new dormitory places through new construction, expansion or conversion or the modernization of dormitory places
- Modernization of owner-occupied residential property
Who is eligible for funding?
In the case of new construction funding, recipients can be natural or legal persons, provided they are the owner or heritable building owner of a suitable building plot.
In the case of modernization funding, recipients can be natural or legal persons who are owners of properties developed with rented or cooperative apartments or owner-occupied residential property.
How is funding provided?
Funding is provided for both new construction and modernization funding in the form of long-term, interest-free construction loans with a repayment discount.

The complete funding applications must be submitted to the State Funding Institute of Mecklenburg-Vorpommern, as the responsible approval authority, before the start of the project, i.e. before the conclusion of any supply and service contracts. The project can begin once the grant has been approved. Further details can be found in the guidelines.
Funding for new construction in accordance with the Social Housing Directive:
The applicant is obliged to present the planning and financing of the rental housing project to the Landesförderinstitut M-V (approval authority), as the specialist advisory body for housing promotion, before submitting the application.
The formal application must be submitted in duplicate to the LFI M-V before the start of the project. The application is only deemed to have been validly submitted once all the required documents have been received by the approval office. Further details can be found in the guidelines.
The processing time depends on the quality and completeness of the funding application and is around 3 to 6 months.

At the same time, social housing contributes to ensuring that pensioners can remain in their familiar surroundings and students can find affordable accommodation.
