If you intend to transport goods commercially or for a fee using motor vehicles weighing more than 3.5 tons, you need a permit from the local licensing authority (place of business).
The commercial performance of transport services with vehicles with a permissible total weight of more than 3.5 tons requires a license. A distinction must be made between a commercial road haulage license (valid only within Germany) and a Community license (valid within the European Union). The main granting factors are:
- professional suitability
Specialist examination before the Chamber of Industry and Commerce (IHK) or training as a transport specialist or forwarding merchant (training started before 04.12.2011)
- Financial capacity
equity capital of EUR 9,000 for the first vehicle, EUR 5,000 for each additional vehicle)
- personal reliability
A certificate of good conduct and information from the central commercial register must be applied for at the citizens' registration office and sent directly to the licensing authority. If entrepreneurs are already self-employed, certificates of good standing from the tax office, the employees' health insurance companies and the employers' liability insurance association must also be submitted. The documents for personal reliability must not be older than 3 months at the time of application).
The application must be submitted to the locally responsible licensing authority (company headquarters).
- Police certificate of good conduct (will be sent to the responsible authority after application to the citizens' registration office)
- Extracts from the commercial and central traffic registers
- Proof of professional and technical qualification from the IHK (Chamber of Industry and Commerce)
- Clearance certificates from the tax office and the social insurance institutions
- Equity certificate / statement of assets and liabilities

The authorization according to for commercial road transport of goods will be granted to you only if:
- the safety and efficiency of the operation are guaranteed,
- there are no facts showing your unreliability as an entrepreneur or the person appointed to manage the business,
- you as an entrepreneur or the person appointed to manage the business are professionally suitable, and
- you and the entrepreneurs commissioned by you to perform transport services have their registered office or place of business within the meaning of commercial law in Germany.
- You must apply for the Community license (EU license) or a national road haulage permit to the competent body. The content of the application for a permit or Community license must comply with Annex 1 of the General Administrative Regulation on the Law on the Carriage of Goods by Road (GüKVwV).
- The competent body makes the final decision on the application.

The competent local authority is the authority in whose jurisdiction the company has its branch office. If there is no branch office, jurisdiction is based on the place of residence of the person concerned. In Mecklenburg-Vorpommern, the district councils and mayors of the independent cities are responsible.
- Application must be made in writing. There are no special requirements regarding the form.
- The application forms, which are publicly available on the authority's website, facilitate the submission of the application and should therefore be sent to the competent authority duly completed.
- A personal appearance at the authority is usually not necessary
