Before each election, the municipal electoral authority draws up a voters' register for each electoral district, in which all eligible voters are entered.
The municipal electoral authority draws up a voters' register for each electoral district before each election. It contains the surname and first name, date of birth and home address of all eligible voters.
All eligible voters who are registered with the registration authority on the 37th day before the election (key date) for a single residence or, in the case of several residences, for the main residence in the electoral district are entered in the voters' register ex officio.
Under certain conditions, eligible voters are entered in the electoral roll upon application (Section 15 (2) LKWO M-V). The application must be submitted in writing to the municipal electoral authority by the 23rd day before the election, stating the surname, first name, date of birth and home address.
Upon application for entry in the population register:
A written application stating the surname, first name, date of birth and residential address must be submitted to the municipal electoral authority.
The right to vote is given in accordance with § 4 of the State and Local Elections Act (LKWG M-V), i.e:
- German
- Citizen of the Union
- 16 years of age or older
- permanent residence in the electoral area (municipality or district) or who otherwise habitually resides in the electoral area
- not excluded from the right to vote.
Upon application for entry in the population register:

In Mecklenburg-Vorpommern, the independent towns, municipalities and local authorities are responsible.
