Who is eligible for funding?

Recipients of funding are natural persons who are the owners of a company, partnerships and legal entities under private law that have their registered office in Mecklenburg-Vorpommern.

What is supported?

1. The object of the grant is individual joint projects by companies in cooperation with at least one partner with specialist expertise and relevant experience in the subject area, for example a university, college, non-university research facility, institution, non-governmental organization, another scientific facility or similar, which are aimed at transforming the world of work in Mecklenburg-Vorpommern and contribute to securing skilled workers and recruiting skilled workers in the company submitting the application.
2. The object of the grant is inter-company and other projects in Mecklenburg-Vorpommern to secure skilled workers and recruit skilled workers with outstanding significance for shaping the transformation of the world of work in Mecklenburg-Vorpommern.

How is funding provided?

Grant according to number 1:
The grant is awarded as part of project funding as partial funding in the form of a non-repayable grant. The amount of the grant is up to 50 percent of the eligible expenditure. The eligible expenditure must amount to at least EUR 50,000.
The lump-sum expenses for the employed personnel are eligible for funding on the basis of unit costs (flat-rate personnel costs). The amount of the flat-rate personnel cost allowance is regulated by the decree on the application of an ESF flat-rate personnel cost allowance (ESF-PKP) in Mecklenburg-Vorpommern (ESF-PKP decree). The decree is published on the internet platform of the granting authority.
Flat-rate material expenditure is also eligible for funding. The amount is determined on the basis of a flat rate (residual cost flat rate) amounting to 30 percent of the personnel cost flat rate.
The lump sums cover all project-related personnel and material expenses, including for partners in accordance with number 1, as well as indirect costs.

Grant according to number 2:
The grant under number 2. is granted as part of project funding as partial funding in the form of a non-repayable grant. The amount of the grant is up to 80 percent of the eligible expenditure.
The lump-sum expenses for the employed personnel are eligible for funding on the basis of unit costs (flat-rate personnel costs). The amount of the flat-rate personnel cost allowance is regulated by the decree on the application of an ESF flat-rate personnel cost allowance (ESF-PKP) in Mecklenburg-Vorpommern (ESF-PKP decree). The decree is published on the internet platform of the granting authority.
The lump-sum material expenses are also eligible for funding in accordance with number 2. The amount is determined on the basis of a flat rate (residual cost flat rate) of generally 15 percent, but no more than 40 percent of the personnel cost flat rate. The lump sums cover all project-related personnel and material expenses as well as indirect costs.

• the implementation takes place in a company and is advised and accompanied by a partner with specialist expertise and relevant experience in the subject area (network partner),
• they have a duration of at least six months and a maximum of 24 months,
• a positive vote by a jury on a transformation concept submitted in an ideas competition in accordance with number 1.

- Projects in accordance with number 1. are not eligible for funding if

• another project already approved under this guideline is implemented on an individual farm during the term of the project in a farm in which the individual farm implementation takes place, whereby the jury may allow exceptions, or an expert is a partner in the consortium

- Projects pursuant to No. 2 are eligible for funding if

• they have a duration of at least six months and no more than 36 months,
• a technical statement and a positive vote on the transformation project has been issued and submitted by the ministry responsible for the directive

A preliminary procedure (ideas competition) precedes the application procedure under funding item 1.

• Ideas competitions will be held on various key topics.
• Participation in several ideas competitions under these guidelines is not detrimental, even if a grant has already been awarded for a different thematic focus. The principle applies that simultaneous funding of two or more projects within the framework of two or more ideas competitions is excluded. The jury decides on exceptions.
• The main topics and the exact procedure for the ideas competition will be announced with the call. The respective call for ideas competitions will be published on the website of GSA - Gesellschaft für Struktur- und Arbeitsmarktentwicklung mbH (GSA) - https://www.gsa-schwerin.de/.
• Participation in the ideas competition requires the submission of a formal project outline. The GSA provides the form.
• The GSA checks the project ideas for formal correctness and completeness. The jury then discusses and votes on the project outlines submitted by the GSA.
• Voting members of the jury are a representative of the ministry responsible for this guideline, a representative of the GSA and an expert on the transformation of the world of work in Mecklenburg-Vorpommern, who is appointed by the ministry responsible for this guideline. If necessary, the jury may be expanded to include non-voting members, provided they are experts with specific expertise for a call for ideas competition. Non-voting members of the jury shall be appointed by the ministry responsible for this directive in agreement with the voting members of the jury. If necessary, the jury may also obtain an expert opinion in the form of a statement from a suitable specialist body.
• Voting and non-voting members of the jury may not be partners of the consortium at the same time. Voting members of the jury are free in their decisions and vote according to their professional convictions.
• The GSA will inform the participants in the ideas competition of the jury's vote.

Application procedure

• If the jury has voted in favor of a project outline, the GSA will invite the submitter to submit an application. The invitation may include instructions and conditions for the application. The invitation to submit an application does not constitute a legal entitlement to a grant. Applications must be submitted in writing. The application must be submitted in writing to the Gesellschaft für Struktur- und Arbeitsmarktentwicklung mbH, Schulstraße 1-3, 19055 Schwerin. The application documents are made available by the licensing authority on its website at https://www.gsa-schwerin.de/.
• Applicants must submit project descriptions with their application, in which the content and objective of the projects are defined, taking into account the cross-sectoral objectives of the ESF+.
• A "de minimis" declaration must be attached to the application.

Approval procedure

• The approval authority is the Gesellschaft für Struktur- und Arbeitsmarktentwicklung mbH.

Request and disbursement procedure

The grant is paid out in accordance with the reimbursement principle. The grant notification must stipulate that

• the grant will be paid out in installments of the total grant and may only be requested to the extent and not before it is required for payments already made or services rendered,
• payment of the first installment of the grant is made after the grant notification has become final upon a formal request for funds and requires the submission of copies of the employment contract, the allocation letter in accordance with Annex 2 of the ESF-PKP decree and a payslip from the approval period for each employee working on the project,
• payment of the respective partial amount is made after submission of the monthly confirmation in accordance with Annex 3 of the ESF-PKP decree,
• a legally binding signed report on the content of activities, results already achieved and the progress of the project must be submitted no later than six weeks after the end of the six-month reporting period,
• the last partial amount is paid out after submission of the report (final report) on the achievement of the purpose of the grant.

Proof of use procedure

• In deviation from number 5.3.6 of the VV to § 44 LHO, the request for funds is considered proof of use. Notwithstanding this, the granting authority reserves the right to submit additional supporting documents.

• Funding contributes to securing and recruiting skilled workers in the changing world of work
• Funding is aimed at individual company joint projects of companies in cooperation with an expert partner or at inter-company and other projects with outstanding significance for shaping change in the world of work
• Projects must be carried out in M-V
• the projects must have a duration of at least six and no more than 24 months for collaborative projects and no more than 36 months for inter-company and other projects
• As a rule, several projects may not be implemented in one company during one term
• A positive vote by a jury is a prerequisite for the award of a grant for collaborative projects
• A technical opinion and a vote by the ministry responsible for the directive is a prerequisite for the award of a grant for inter-company or other projects
• Grant within the framework of project funding as partial funding in the form of a non-repayable grant
• for collaborative projects up to 50 percent of the eligible expenditure, which may not be less than EUR 50,000, or for inter-company or other projects up to 80 percent of the eligible expenditure
• For joint projects, ideas competitions are held on various topics, which are announced on the website of the Gesellschaft für Struktur- und Arbeitsmarktentwicklung mbH in Schwerin (GSA).
• Participation in the ideas competition requires the submission of a formal project outline
• the jury discusses and votes on the project outlines
• after a positive vote, the GSA invites the submission of a formal application
