You must notify the competent authority of the temporary and occasional exercise of activities as a dentist within the framework of the provision of services under European law.
If you are a national of a member state of the European Union (EU) or another contracting state of the Agreement on the European Economic Area (EEA) or a contracting state to which Germany and the European Community (EC) or Germany and the EU have contractually granted a corresponding legal entitlement that entitles you to practise the dental profession in one of the other member states of the EU, the EEA or a contracting state, you may temporarily and occasionally practise your dental profession in Thuringia within the framework of the movement of services. You do not require a license to practise/professional permit to do so. However, you are obliged to notify the competent Thuringian Dental Association of your intention to practise the profession in writing in advance. The notification must be renewed once a year if you intend to provide services temporarily or occasionally during the year in question. The notification must be made before commencing the activity; in urgent cases, the notification can be made immediately.
If you are providing the service for the first time or if there has been a significant change to the situation certified in the documents, please submit the following documents to the Thuringia Dental Association:
- proof of your nationality,
- your proof of professional qualification, proof of further dental training and, if applicable, title certificates,
- a current certificate stating that you are legally established as a dentist in the other member state or contracting state, that you are not prohibited, even temporarily, from practicing this profession at the time the certificate is submitted, and that you have no criminal record,
- information on the nature and duration of the intended temporary and occasional activity
- proof of adequate professional indemnity insurance or collective protection with regard to professional indemnity and
- a declaration that you have the necessary knowledge of the German language to provide the service.
The documents must be submitted in the form of originals or certified copies. As a rule, your documents must be submitted in German or as a certified copy of a German translation. The translations must be prepared by interpreters or translators who are publicly appointed or sworn. The translations must be made from the original or from the certified copies. This must be certified by the translator.
If you submit your application electronically via the Point of Single Contact, only documents issued or recognized in a member state of the European Union or another state party to the Agreement on the European Economic Area can be submitted electronically. If the competent authority has reasonable doubts about the authenticity of the documents submitted, it may request the submission of certified copies.
You are a national of a member state of the EU, the EEA or another contracting state.
- You are legally established as a dentist in another Member State of the EU, the EEA or a contracting state.
- You wish to practise your profession as a dentist in Thuringia temporarily and occasionally within the framework of the freedom to provide services.
- You are not prohibited from practicing this profession at the time of registration with the Thuringia Dental Association, not even temporarily.
- You have no criminal record.
- You have the necessary knowledge of the German language to provide the service.
If you intend to practise dentistry on a temporary and occasional basis, you must notify the Thuringia Dental Association in writing before commencing work and submit the certificates and attestations required for the provision of the service to the Association. The temporary and occasional nature of the provision of services will be assessed on a case-by-case basis. The decision will take into account the duration, frequency, regular recurrence and continuity of the service. You will receive written confirmation of your notification.
The processing time is up to 2 weeks once your documents have been received in full by the relevant chamber.
The notification must be made before the start of the activity, in urgent cases the notification can be made immediately.
When providing services, you have the same rights and obligations as dentists who are members of the Chamber. You are subject to the professional, statutory and administrative professional rules and the applicable disciplinary regulations.
If you wish to practice your profession as a dentist in Thuringia on a permanent basis, you will need a license to practice. Whether the activity is temporary and occasional is assessed on a case-by-case basis. If this is not the case, you must apply for a license to practice.
- The temporary and occasional exercise of the activity as a dentist within the framework of the movement of services under European law must be notified to the competent authority.
- The certificates and attestations required for the provision of the service must be submitted.
