The competent authority checks compliance with chemical and physical parameters and limit values for fuels. The results are reported annually to the Federal Environment Agency, which in turn reports them to the European Commission (National Fuel Report).
The aim of the ordinance is to set requirements for the production, placing on the market, import, quality and labeling of fuels and combustibles and to monitor them annually in order to protect against harmful environmental impacts.
The competent monitoring authority checks a certain number of fuel samples. The number of samples depends on the total quantities placed on the market. Samples are taken twice a year in accordance with the requirements of the General Administrative Regulation to the 10th BImSchV so that both winter and summer goods can be tested. Sampling and analysis is carried out by testing laboratories accredited for this purpose (mineral oil products).
The results are recorded in accordance with Section 18 (3) of the 10th BImSchV using the "FQMS - Fuel Quality Monitoring System". This is a data collection tool of the Federal Environment Agency (UBA).
The results of the country reviews are compiled annually by the UBA into a National Fuel Report. This is reported by Germany to the European Commission.
The quality of both summer (May 1 - September 30) and winter goods (November 16 - March 15) is recorded throughout the year.
The results must be reported to the Federal Environment Agency by May 31 of the following year. Reporting by the Member State Germany to the EU Commission takes place on August 31 of the following year
