You can also use public federal and state roads outside the built-up area for other purposes than just traffic.

As a rule, you need a special use permit for this.

Anyone can use public federal and state roads for traffic. If you want to use these beyond this, i.e. for something other than intended, you generally need a special use permit.

Examples of when a special use permit may be required include Depositing of building materials or timber, construction or modification of a permanent or temporary access road or access route.

The costs vary depending on the type, period and area of the special use.

The cost amount depends on the respective fee schedule.

Once the special use permit has been issued, the applicant is obliged to pay a special use fee to the Thuringian State Office for Construction and Traffic.

If you wish to apply for a special use permit, you can submit the application informally to the responsible authority.

There is also the option of using an online service.

The procedure does not change in this case:

You submit an application informally or use the online service at the competent authority.

Describe as precisely as possible the type, the location on the federal or state road in question, the extent and the duration of the planned special use.

You should also state the impact on the affected area.

The competent authority will check the impact of the special use on the otherwise normal use and the requirements for granting the permit.

After the examination, you will receive a notice of approval or rejection.

The competent authority will limit the permit in time and/or issue it revocably.

The competent authority can attach conditions and requirements to the permit, compliance with which can be monitored and violations can be punished.

The processing time varies depending on the type of special use.

Objection period

Depending on the type and scope of the special use, you should submit the application in good time in advance so that sufficient time can be allowed for the relevant inspection procedures.

Depending on the type of special use, further evidence and documents/ or plans may be required due to the respective inspection procedures; a corresponding lead time must be planned.

Under certain circumstances, it may be necessary to arrange an on-site meeting before the special use permit is issued.

For work on the road that leads to traffic space restrictions, a traffic order is also required. These are issued by the road traffic authorities of the districts.
