As a professional driver, you will need a driver qualification certificate (FQN) in addition to your driver's license as of 23.05.2021.

Due to the Professional Driver Qualification Act, you as a professional driver are required to undergo special training in freight and passenger transport.

As proof of your qualification, a driver qualification certificate (FQN) has been issued on application since 23.05.2021. This gradually replaces the previous entry of the key number 95 in the card driver's license.

The FQN is a card similar in shape and size to the driver's license. The FQN must be carried along with the driver's license when driving.

The FQN is issued upon

Acquisition of the initial qualification,

acquisition of the accelerated initial qualification as well as

Completion of the prescribed further training (every 5 years).

You must apply for the FQN in writing to the driver licensing authority in your place of residence.

Photo ID (identity card or passport (if passport is presented: attach a current registration certificate from the registration office responsible for the main place of residence)).

current photo, 45 x 35 mm in portrait format and without border (so-called biometric passport photo) - frontal photo, without head covering and without covering of the eyes

valid driver's license

Proof of (accelerated) basic qualification or further training

if applicable, proof of other completed special initial and further training measures within the meaning of the Professional Driver Qualification Ordinance (the training on the inland transport of dangerous goods for vehicle drivers or the training on the protection of animals during transport), if these are to be credited

if applicable, work permit-EU or residence permit with the endorsement of the permitted gainful activity

You have your main residence in the Federal Republic of Germany.

You are a professional driver or in training as a professional driver.

You are in possession of a driving license of the classes C1, C1E, C, CE, D1, D1E, D or DE.

You have a basic qualification or further training.

The issuance, extension or renewal of the driver qualification certificate takes place in the context of the application for an initial granting, extension, renewal or new granting of a driving license of class C or class D.

The fee is based on the Fee Regulations for Road Traffic Measures (GebOSt ). If the driver qualification certificate is sent directly to the home address, an additional shipping fee will be charged.

Within the framework of the federal-state working group "Professional Driver Law", so-called application notes on professional driver qualification law were agreed upon.

The application notes are intended to facilitate the application of the regulations for the drivers and companies concerned, as well as for the competent authorities, and to provide assistance in their daily work.
