With school construction funding, the Free State of Thuringia supports the state and independent school authorities in carrying out necessary and usually very cost-intensive investments in school buildings and school sports halls.

According to § 13 of the Thuringian School Act, the school authorities must provide the necessary school facilities. The Free State of Thuringia supports the state and independent school authorities in carrying out these tasks with school construction funding. Several project funding programs are available for this purpose, which provide financial support for necessary renovation projects as well as conversions, extensions and new builds of school buildings and school sports halls.
These are currently the following school construction funding programs:

  • the school investment program, as project funding for state schools and
  • the alternative school programme, as project funding for independent schools that are recognized as alternative schools.

Funding is provided in accordance with the guidelines for the granting of financial assistance for the construction of schools and sports halls (Schulbauförderrichtlinie - SchulBauFR). These guidelines determine the conditions under which and the procedure by which grants are awarded for school construction projects.

Recipients of grants and therefore entitled to submit project applications are the school authorities of state and privately funded general and vocational schools as well as the non-profit providers of school hostels.
The following are eligible for funding

  • Renovation, conversion and extension of a school building or a school sports hall, provided that the eligible expenditure amounts to at least EUR 150,000 for state schools and EUR 50,000 for independent schools.
  • New construction of a school building or a school sports hall.
  • Renovation, conversion, extension and new construction of parts of school dormitories that are used for teaching purposes.
  • Boarding schools, insofar as these are necessary for the operation of the school.
  • Renovation of changing rooms and sanitary buildings at outdoor sports facilities, provided these are used for school sports.
  • Acquisition of a building that is intended and suitable for use as a school building or school sports hall.
  • In agreement with the Thuringian Ministry of Infrastructure and Agriculture, competition procedures carried out for the purpose of preparing or implementing model projects for the further development of school construction
  • Renovation of changing rooms and sanitary buildings at outdoor sports facilities, provided they are used for school sports.
  • Acquisition of a building that is intended and suitable for use as a school building or school sports hall.
  • In agreement with the Thuringian Ministry of Infrastructure and Agriculture, competition procedures carried out for the purpose of preparing or implementing model projects for the further development of school construction

Erforderliche Unterlagen

Form "Project application for school construction funding" with the following attachments

  • Detailed justification of the necessity of the project, taking into account the demographic development at the school location. This must conclusively demonstrate how the school authority will ensure the utilization of the school location for the duration of the earmarking of the requested investment.
  • Extract from the current, approved school network plan
  • Pupil population forecast for the period of the earmarking of a possible grant
  • Presentation of the expected costs of the project and the financing planned for it
  • Priority list, if more than one project is applied for funding

In addition to the submission of complete and informative application documents, the existence of a significant state interest in the fulfillment of the intended purpose of the grant is a further mandatory requirement for funding.

Verfahrensablauf

Grants are awarded in a two-stage procedure.


Application procedure (1st stage)

Projects intended for the following year can be registered for funding with the Thuringian Ministry for Digital and Infrastructure, Werner-Seelenbinder-Straße 8, 99096 Erfurt, by June 30 of the current year (project registration). If more than one project is registered, the projects must be classified according to their priority.
The Thuringian Ministry of Infrastructure and Agriculture draws up the program for the respective program year on the basis of the project applications submitted and in accordance with the state budget. As a result, the projects to be funded for the respective program year are determined.


Approval procedure (2nd stage)

The Thuringian State Office for Building and Transport, Hallesche Straße 15, 99085 Erfurt, is the approval authority. This office officially requests the school authorities to submit a written application for funding for all projects included in the program.
After reviewing the submitted application documents, the granting authority decides on the awarding of the grant in a written decision. This contains all the relevant funding regulations - in particular regulations on the drawdown, disbursement and use of the funding as well as on proof of use and the earmarking periods.

Hinweise

There is no legal entitlement to the grant.

A decision on the project applications submitted is generally made by the responsible ministry after the respective deadline within the framework of the available budget funds.
