You can receive funding for the expansion of a reliable, high-performance and gigabit-capable broadband infrastructure in the Free State of Thuringia.

The Free State of Thuringia supports your projects for the expansion of a reliable, high-performance and gigabit-capable broadband infrastructure.

Funding is primarily provided for

• Closing gaps in coverage
• the construction and expansion of gigabit-capable broadband infrastructures in all areas that do not have a gigabit-capable network
• the construction and expansion of WLAN networks in public spaces

You will receive the funding as a grant:

• The grant amount is generally 75% of the eligible expenditure.
• If there are special reasons, the funding rate can be up to 100% of the eligible expenditure.

You are eligible for funding to close coverage gaps and expand the broadband infrastructure as:

• local authorities, associations of local authorities or mergers of local authorities in the Free State of Thuringia
• companies organized under private law that are under sole public ownership and to which the task of broadband expansion funding for the funding area applied for has been transferred by the responsible municipality

You are eligible for funding for the expansion of WLAN networks as:

• local authorities, associations of local authorities or mergers of local authorities in the Free State of Thuringia
• legal entities under private and public law, providers of public services or tourist and cultural offerings

Not eligible for funding:

• Projects to close gaps in coverage and to expand the gigabit-capable broadband infrastructure that do not exceed EUR 100,000
• Projects for the expansion of WLAN networks that do not exceed an amount of EUR 5,000
• Costs for the construction of infrastructure facilities that do not enable non-discriminatory access
• land acquisition costs, including all expenses directly or indirectly related to land acquisition
• the mere upgrading of existing networks with additional active components

The grant is awarded on application:

Applications must be submitted via the Thuringian funding portal before the start of the project. If grants from other government agencies are also applied for for the funding project, the application for a grant should be submitted at the same time as the application to the other government agency.

The funding is subject to certain conditions:

• the project must be carried out in Thuringia

The prerequisite for the expansion of broadband infrastructure is

• a prior market inquiry as to whether the area will be developed by private companies
• the provision of a broadband infrastructure of unlimited duration
• the infrastructure must also be usable by third parties
• the infrastructure must provide bandwidths of at least 1 GBit/s for uploads and downloads

The prerequisite for setting up and expanding WLAN networks in public spaces is

• a guaranteed minimum operation period of three years from commissioning
• year-round availability at least from 6:00 a.m. to 10:00 p.m.
• the permanent provision of free access for non-commercial purposes

There are no costs.

• Before submitting an application, you must conduct an industry dialog and a market exploration procedure (MEV) to determine the market's willingness to expand the area in the private sector. If no market-driven expansion is expected, you can apply for funding.
• Applications must be submitted via the Thuringian funding portal before the project begins. If you are also applying for grants from other government agencies for the funding project, submit the application for a grant at the same time as the application to the other government agency.
• First you apply for a provisional grant. Once you have received notification of this, the authority will initiate the selection procedure for the construction and operation of the network.
• The Thüringer Aufbaubank then informs you of the result of the selection procedure. Based on this information, you apply for the final decision.
