In order to transport passengers for a fee, you need a driver's license for passenger transport (FzF). You must apply for this from the competent authority.

If you transport passengers in a motor vehicle and a permit is required for this transport in accordance with the Passenger Transport Act (e.g. in a cab, hire car or passenger car on scheduled services, for commercial excursions or to vacation destinations), you will need a passenger transport driver's license (FzF) in addition to the general driver's license. The same applies if you transport passengers in an ambulance for a fee or for business purposes. The prerequisite is that you have passed the necessary tests.

A driving license for passenger transport (FzF) is not required for

1. Ambulances of the Federal Armed Forces, the Federal Police, the police and the troops and civilian personnel of other states party to the North Atlantic Treaty Organization (NATO),
2. Civil protection ambulances if they are used for this purpose,
3. ambulances of fire departments and rescue services recognized under national law.

If you are in possession of a category D or D1 driving license, you only need an FzF if you are driving a cab.

• Official proof of place and date of birth (e.g. identity card, passport)
• If passport is presented, this must be accompanied by a current registration certificate from the registration office responsible for the main place of residence
• EU/EEA driver's license
• photograph
• Proof that the requirements for eyesight are met,
• Proof of physical and mental aptitude
• Certificate of good conduct for submission to an authority
• Current information from the driving aptitude register
• Certificate of good conduct stating the purpose of use "Granting of driving license for passenger transport". This must be applied for at the residents' registration office responsible for the main place of residence.

If the FzF is to apply to cabs additionally:

• Proof of the required local knowledge by means of a certificate from a suitable authority.

If the FzF is to apply for ambulances additionally:

• Proof of participation in a first aid training course

• EU or EEA driving license required for driving the vehicle
• Minimum age: 21 years; if restricted to ambulances: 19 years of age
• Personal reliability
• Mental and physical fitness
• Sufficient eyesight
• Possession of an EU/EEA category B driving license (or equivalent) for at least two years (at least one year if the FzF is restricted to ambulances) or two years' possession of a driving license within the last five years
• if the FzF is to apply to ambulances: Participation in first aid training
• if the FzF is to apply to cabs: Passing a local knowledge test

The fees for the issue, extension and refusal of a driving license for passenger transport (FzF) are regulated in Section 2 of the Annex to the Schedule of Fees for Road Traffic Measures (No. 201 ff.):

• No. 201: Examination of an application for the issue, extension or renewal of a driver's license (EUR 5.10)
• No. 202.1: Initial issue or extension of a vehicle license (EUR 33.20)
• In the case of an event-related suitability assessment, an additional EUR 10.20 to EUR 35.80
• No. 202.3: Issue of a FzF after previous refusal or withdrawal of the FzF (EUR 33.20 to 256.00)
• No. 203: Local knowledge test (EUR 20.50 to 57.30)
• No. 204: Extension of the period of validity of a driving license and entry in the driving license for passenger transport (EUR 28.60)
• No. 205: Amendment or addition to a driving license for passenger transport (except extensions and renewals (EUR 7.70))
• No. 206: Refusal to issue or extend a driver's license; refusal to extend the period of validity of a driver's license; withdrawal, revocation or withdrawal of a driver's license (EUR 33.20 to 256.00)

In the event of a refusal, the general one-month objection period under administrative procedure law applies.

The driver's license to carry passengers is issued for a period of no more than five years. It shall be extended for up to five years at the holder's request if

1. he proves his mental and physical fitness in accordance with Section 11 (9) in conjunction with Annex 5,

2. he/she proves that he/she fulfills the requirements for eyesight in accordance with § 12 paragraph 6 in conjunction with Annex 6 number 2 and

3. he proves by submitting the documents in accordance with paragraph 4 number 2a that he offers the guarantee that he meets the special responsibility for the transportation of passengers
