Flood protection concerns everyone. In areas where flooding can occur, all citizens should know what to do in the event of an emergency.
What can be done?
Inform
- Inform people about their own risk, e.g. on the basis of flood hazard maps.
- Radio, television (weather/storm warnings)
- MDR videotext (panels 535, 536)
-
Internet (https://hnz.thueringen.de/hw2.0/)
- Mobile app "my gauges" and "my environment"
React
- operational and private precautionary measures (e.g., constructive measures to keep surface water away from the building, such as ramps and terrain embankments, avoidance of building openings at ground level, raising the tops of basement light wells, installation of pressurized water-tight doors and windows)
- operational and private flood protection in the event of an incident (e.g. clearing basements, securing oil tanks, sealing windows and doors against water ingress, sealing drainage facilities against backwater)
- Consider self-protection in the event of an incident: there is a risk of drowning when standing near overflowing waters and inside flooded buildings (e.g. doors opening inwards in flooded rooms can no longer be opened above certain flood heights - there is a risk of drowning in basement rooms in particular). In addition, there is a risk of electric shock when entering flooded rooms.
- Further protective measures (e.g. clearing the first floor, evacuation)
- Observe instructions of the emergency services (e.g. during evacuations)
- Supporting the emergency services and helping neighbors
There are various possibilities to inform oneself about floods and their dangers or to prevent them with (construction) measures. Citizens can obtain information, for example, via the flood hazard map, television, radio and apps.
Flood warning and reporting service:
Flood Message Center (HNZ) of the Thuringian State Office for Environment, Mining and Nature Conservation in Jena:
- Data collection, processing and forwarding, issuing flood warnings and flood information with presentation on the Internet.
-
Central control centers of the counties and independent cities, affected cities and municipalities:
Information of the population
Hazard prevention (water defense):
Cities and municipalities at risk from flooding must set up a water defense service.
Defense against supralocal dangers (disaster control):
Counties and independent cities after determining and announcing the disaster situation.
