If you have a disability and meet the legal requirements, you can apply for recognition of a severe disability. The degree of disability will also be determined.
If you have a health disorder or illness that has lasted longer than 6 months and would like to have this recognized as a disability, you can apply for this.
If the examination of the required documents reveals a degree of disability of 50 or more, you can apply separately for a severely disabled person's pass.
In the course of the examination, special health restrictions may be determined in addition to the degree of disability. The corresponding characteristics may be entered in the severely disabled person's pass.
The following characteristics can be recognized by the competent authority and entitle you to further compensation for disadvantages:
- G - significant impairment of mobility in road traffic
- aG - exceptional walking disability
- H - helplessness
- B - authorization for a permanent escort when using public transport
- RF - Reduced radio license fee and/or reduced telephone connection fee
- GL - deafness
- BL - Blindness
- TBL - deaf-blindness
- completed application form
- if available: Determination of the degree of disability, the pension decision or a corresponding administrative or court decision (e.g. decision of a professional association or a pension office or another determining authority)
- a current passport photo (only if a severely disabled person's pass is being applied for)
- if possible: medical documents (e.g. expert opinion); medical documents are otherwise requested by the competent authority from doctors, hospitals, etc.
- in the case of representation: power of attorney or ID of the person providing care
- for applicants without citizenship of an EU member state: proof of legal residence
- Your health has been impaired for more than six months to such an extent that it makes it difficult or impossible for you to participate in social life.
- Your health impairments are documented by a doctor.
- Disability is determined on application.
- The application can initially be made informally.
- If you have initially submitted the application informally, you must subsequently complete and submit the form to the responsible office.
- Once the application has been submitted, any documents you have submitted will be checked.
- If necessary, the competent body will request further documents independently in order to clarify the medical facts.
- All existing documents will be checked again.
- Once your documents have been checked, you will receive a decision from the competent authority, which will determine your degree of disability and any disability markings.
- If you have been diagnosed with a severe disability, you can receive tax benefits.
- If you meet certain health requirements, you will be awarded a disability mark that entitles you to compensation for disadvantages, such as free public transport, free transport for an accompanying person, motor vehicle tax reduction or exemption, parking concessions and exemption from the obligation to pay radio license fees.

- If a health disorder/illness lasts longer than six months, an application can be made to establish a severe disability.
- A written application and submission of the necessary documents and evidence is required.
- There are no fees.
- Responsible: The city administration of the independent city responsible for the place of residence or the responsible district office of the district.
