For fee-based building surveys, you must commission a licensed publicly appointed surveying engineer (ÖbVI).
The verification of buildings in the real estate register is based on local real estate surveys, aerial photo evaluations or evaluations of other suitable documents. The Thuringian State Office for Land Management and Geoinformation (TLBG) carries out the aerial photo evaluations ex officio every two years on the basis of current aerial photos free of charge for the building owners. The buildings are recorded from aerial photographs without reference to parcel boundaries.
Building owners who require the measurement of a building with reference to a parcel boundary, for example, have the option of applying to a publicly appointed surveyor (ÖbVI) for a fee-based building survey. There is no legal obligation for building owners in Thuringia to apply for a fee-based building survey.
In cases where an application for the measurement of buildings is subject to a fee, the fees for carrying out an application-related local building measurement are based on the Thuringian administrative cost regulations for official surveying (ThürVwKostOVerm).
The procedure is divided into the following main steps:
1. application
2. examination of the documents (including authorization to apply) by the surveying office
3. preparation of the surveying service by the surveying office
4. execution of the local surveying service (building survey) by the surveying office
7. submission of the surveying results to the Thuringian State Office for Land Management and Geoinformation (TLBG) for transfer to the real estate cadastre
8. issuance of the cost decision for the preparation and execution of the local surveying service by the surveying office
8. transfer of the survey results to the real estate cadastre by the TLBG
9. the owners of the parcel affected by the continuation receive an extract from the continuation certificate (FN) from the TLBG.
10. issuance of the cost decision by the TLBG for the transfer of the building survey to the real estate cadastre

- Building owners who require the measurement of a building with reference to a parcel boundary, for example, have the option of applying to a publicly appointed surveying engineer (ÖbVI) for a building survey for a fee.
- There is no legal obligation for building owners in Thuringia to apply for a fee-based building survey.
Building surveys (for a fee) for e.g. private applicants, municipal bodies and federal administration bodies are carried out exclusively by the publicly appointed surveyors (ÖbVI) licensed for the territory of the Free State of Thuringia, who are also available to provide advice.
