Interventions in nature and the landscape require approval.
Interventions in nature and the landscape are deemed to have occurred if the performance and functionality of the ecosystem or the landscape can be significantly impaired by changes to the shape or use of land areas or changes to the groundwater level associated with the living soil layer.
The following are not considered interventions
- agricultural, forestry and fishing land use in accordance with good professional practice and taking into account the objectives and principles of nature conservation and landscape management,
- the resumption of agricultural, forestry and fishing land use within 10 years of the expiry of contractual agreements with nature conservation authorities or public programs to restrict management.
Unavoidable adverse effects on nature and the landscape must be compensated for by compensatory or replacement measures.
The application must contain all information necessary for the assessment of the project and the expected final state after completion of the intervention. At the request of the applicant, the documents will be coordinated in advance between the approval authority, the nature conservation authority and the applicant.

Responsible: As a rule, interventions are approved by the authority responsible for the respective project in agreement with the lower nature conservation authority. Example: If a building permit is applied for, the approval notice already includes the nature conservation impact permit.
If another authority is not responsible for an impact on nature and the landscape, the lower nature conservation authority decides. In this case, you should contact the responsible lower nature conservation authority of the district administration or independent city.
In the case of larger projects, such as the construction of federal highways or cross-district power lines, the Thuringian State Office for the Environment, Mining and Nature Conservation may also be responsible.
