Charges for network access require approval by the responsible regulatory authority (Federal Network Agency or state regulatory authority).
Approval must be granted if the fees comply with the statutory requirements. The approved fees are maximum prices and may only be exceeded in defined exceptions. The regulatory authority must be notified immediately if they are exceeded.
Approval is granted for a limited period and is subject to revocation; it may be granted subject to conditions and conditions may be attached.
The documents must contain the following information:
- a comparison of the previous charges and the requested charges and their respective calculation,
- the information required in accordance with the regulations on the determination of network charges and
- the reasons for the change in charges.
Approval must be requested in writing at least six months before the date on which the charges are to take effect.
