You require a certificate of competence in accordance with the Explosives Act for the reversal and transportation of explosive substances.
Supervisors, in particular heads of operating departments, authorized blasters, foremen, technical supervisory personnel in explosive ordnance disposal and warehouse managers, as well as persons who are appointed to transport explosive substances, to transfer them to others or to receive them from others, may only carry out their activities as responsible persons if they hold an official certificate of competence for handling and/or dealing with explosive substances in accordance with the Explosives Act.

The issuing of a certificate of competence is subject to a fee. The issue of a certificate of competence including the completed document costs 70 euros, a significant change and the extension of the period of validity of a certificate of competence costs 40 euros. The costs for obtaining information as part of the background check must be paid additionally and range from EUR 30 to EUR 250.
A certificate of competence is issued upon written or electronic application to the competent authority.
A decision on the application must be made within a period of 3 months. The period begins with the receipt of the complete documents. It may be reasonably extended once if this is justified by the difficulty of the matter. An extension of the deadline must be justified. You will be notified in good time before the original deadline expires.
The application must be submitted in good time, at the latest 8-10 weeks before the intended commencement of an activity covered by the Explosives Act.
The clearance certificate must not be older than one year.
You have the right to appeal against the decision on your application or against a decision that was not made within the deadline in accordance with the Administrative Court Regulations (objection, if necessary, legal action before the Administrative Court).
