Together with the Investitions- und Strukturbank Rheinland-Pfalz (ISB), the state of Rhineland-Palatinate offers investors funding for housing for refugees and asylum seekers as part of the social rental housing promotion program to improve the supply of housing for refugees and asylum seekers.
Funding is provided for construction measures that make a building fully or partially usable for residential purposes for refugees and asylum seekers.
The funding is aimed at interested parties who are prepared to provide rental accommodation to refugees and asylum seekers. For the program offered, the recipient assumes obligations in return for the funding, in particular occupancy and rent commitments.
The occupancy commitments are established by funding commitments as occupancy rights by the bodies responsible for exercising the occupancy rights (the municipal administration of the independent municipality, the association municipality administration and, in independent and large district cities, the city administration). The right of occupation exists for a period of ten years.
The landlord may not let housing in return for a higher rent than the maximum permissible rent specified in the funding approval (rent control). A rent without an amount for operating costs and other services (net cold rent) per square meter of living space is permitted, depending on the allocation of the municipality to a subsidized rent level.
In addition to the net cold rent, operating costs and other services may be charged in accordance with the general provisions of tenancy law.
Leasing the subsidized property for use by refugees and asylum seekers to legal entities, e.g. to a local authority, an association or a charitable organization, is permitted if the obligations arising from the subsidy commitment, in particular the maximum permissible rent per square meter, become part of the contractual agreements.
Note: There is no legal entitlement to funding.

For certain ISB development programs (development loans), one-off repayment subsidies are granted in addition to low-interest loans. Repayment subsidies are provided, for example, for the construction, acquisition or modernization of owner-occupied or rented housing.
Repayment grants reduce the subsidized loans at the time repayment begins, so that interest and repayment are only payable on the reduced amount.
Depending on the type of loan, repayment subsidies amount to between 5% and 50% of the ISB loan.
The application for a repayment grant must be submitted together with the application for the ISB loan.
