Recognising foreign professional qualifications
Civil servants take on sovereign tasks in the state and municipal administration. The profession of officer of the career police is regulated by state law. This means that the taking up and exercise of the profession is linked to certain professional qualifications. A recognition procedure is therefore mandatory.
The recognition of professional qualifications for police officers acquired abroad is carried out in accordance with the provisions of the Rhineland-Palatinate State Civil Service Act and the Career Ordinance.
The application and the accompanying documents, insofar as they originate from the applicant, must be submitted in German, other documents with a translation into German.
The application shall be accompanied by the following documents:
- a tabular presentation of the professional career,
- proof of nationality of a Member State;
- proof of qualifications,
- certificates or documents from the Member State of origin or the Member State from which the foreign national comes stating that no criminal offences, serious professional misconduct or other circumstances calling into question the suitability of the applicant are known; the certificates or documents must not be more than three months old when they are presented;
- a certificate issued by the Member State of origin or the Member State from which the foreign national comes, stating the right to pursue a profession in the public service there,
- Proof of the content and duration of studies and training; the evidence shall indicate the requirements which led to the obtaining of the financial statements,
- certificates attesting to the nature and duration of the activities carried out in a Member State in the field of evidence of formal qualifications following the acquisition of evidence of formal qualifications;
- a statement as to whether recognition has been applied for at another authority or has been refused at an earlier stage.
Evidence of professional qualifications or equivalent evidence of formal qualifications required in another Member State in order to give direct access to the civil service of that State shall be recognised, on request, as a career qualification in the field corresponding to the qualification acquired, provided that the legal conditions are met.
The competent authority shall examine whether the qualifications are comparable to a qualification for a desired career. It assigns them to a field of study and an entry-level office and determines whether they have a deficit in terms of content. It is also examined whether a possible deficit can be compensated for by competences acquired elsewhere.
If a deficit is identified, recognition is made dependent on a passed aptitude test or successful participation in an adaptation period at the choice of the applicant.
