Rundfunkveranstalter landesweite Zulassung beantragen

The organisation of broadcasting as a statewide, regional or local offer requires approval from the Medienanstalt Rheinland-Pfalz. All necessary information can be found below.

Anyone wishing to operate as a broadcaster in Rhineland-Palatinate requires authorisation.

The assembly of the Medienanstalt RLP is responsible for deciding on the admission of national, regional or local offers. In the case of television programmes, the Commission for the Determination of Concentration in the Media Sector (KEK) also checks the admissibility of the company under concentration law.

Special provisions apply to offers that do not exceed certain numbers of users.

Authorisation shall not be transferable and shall be granted for:

• the type of broadcasting service (radio, television),
• the type of programme,
• the duration of the programme,
• the transmission techniques
• the area of distribution,
• the applicant's shareholding, and
• Program Scheme

• written request
• Information on the shareholding relationship
• Details of the applicant
• Program Scheme
• Budget
• contracts covering the duration and origin of programme deliveries,
• Declaration of completeness of documents

An authorisation may only be granted to a natural or legal person who:

• has unlimited legal capacity,
• has not lost the ability to hold public office by judgement,
• the fundamental right to freedom of expression is violated,
• is not prohibited as an association,
• has its domicile or registered office in the Federal Republic of Germany, another Member State of the European Union or another state party to the Agreement on the European Economic Area and can be prosecuted,
• guarantees that it organises broadcasting in compliance with the statutory provisions and the administrative acts adopted on that basis.

The costs depend on the type and scope of the broadcasting event.

Admission must be applied for in writing at the Medienanstalt Rheinland-Pfalz.

Any planned change in shareholdings or other influences must be notified in writing to Medienanstalt RLP prior to its implementation.
