If you would like to run courses to restore the fitness to drive of drivers with alcohol or drug-related convictions, you need to be recognized by the competent authority under state law.
If you wish to run courses to restore the fitness to drive of drivers with an alcohol or drug-related driving offense, you require recognition from the competent authority under federal state law. Recognition is granted upon written application by the organization for its agencies, its courses for the restoration of fitness to drive for drivers with alcohol or drug-related offences and its course instructors. Recognition may be subject to ancillary provisions, in particular conditions, in order to ensure the prescribed existence and proper operation of the organization and its agencies.
The following documents must be enclosed with the application:
- Evidence of the legal form of the body, name of the legal entity,
- Information on the organization and management of the institution, its activities and its relationships with a higher-level organization,
- Addresses of all centers where courses for the restoration of fitness to drive are to be held in the area of responsibility of the respective recognition authority,
- if another recognition has already been granted, a list of existing recognition notices, stating the recognition authority, file number and date of recognition
Recognition is granted if
- the financial and organizational capacity of the provider is guaranteed
- the staffing, equipment and facilities are ensured,
- Course leaders
a) a university degree in psychology or an equivalent Master's degree in psychology,
b) training in traffic psychology at a university or equivalent institution of higher education or at a body that deals with the assessment or restoration of fitness to drive.

c) knowledge and experience in the examination and assessment of the fitness of drivers and
d) demonstrate training as a course leader for the restoration of fitness to drive. - course instructors meet the requirements for maintaining the course instructor qualification,
- the provider of courses to restore fitness to drive is not at the same time a provider of driver training measures or a provider of assessment centers for fitness to drive,
- the scientific basis and suitability of the courses have been confirmed by a suitable independent body,
- the provider of courses for the restoration of fitness to drive proves compliance with the requirements by means of an expert opinion from the Federal Institute.
Fees and expenses are incurred, the amount of which is calculated according to the administrative effort and the economic benefit for the applicant, is set out in the schedule of fees for road traffic measures (GebOSt) and is determined by the recognition authority. In the appendix to the GebOSt, a fee range of EUR 128.00 to EUR 2,556.00 is provided for under No. 214.4.
The application must be submitted in writing and must be signed by a person authorized to represent the institution.
Recognition is limited to a maximum of ten years and can be extended on application for a maximum of ten years at a time. The effectiveness of the courses must be proven at the latest after 6 years in an evaluation procedure carried out in accordance with the latest scientific findings. After their first evaluation, the courses must be re-evaluated regularly, at the latest every 10 years.
