Do you want to operate a system that does not require a permit and uses solvents above the threshold values in Annex I of the 31st BImSchV? Then you must notify the responsible immission control authority in advance of any significant changes.
If you operate a system that does not require a permit with a solvent consumption above the threshold values according to Annex I of the 31st BImSchV, you must notify the responsible immission control authority in advance of any significant changes.
The obligation to notify applies to all installations that do not require a permit and are operated with a solvent consumption above the threshold values according to Annex I of the 31st BImSchV.
A significant change is any:
- modification which, according to the assessment of the competent authority, may have a significant negative impact on human health or the environment
- A change in nominal capacity which, in the case of installations
- of numbers 1.1, 1.3, 9.2 or 11.1 of Annex I with a solvent consumption of 25 t/a or less,
- points 4.1 to 4.5, 8.1, 9.1, 10.1, 10.2, 12.1 or 14.1 of Annex I with a solvent consumption of 15 t/a or less,
- points 2.1, 5.1, 7.2, 13.1 or 15.1 of Annex I with a solvent consumption of 10 t/a or less,
- numbers 16.1 to 16.4 of Annex I with a solvent consumption of 500 t/a or less
leads to an increase in emissions of volatile organic compounds of more than 25 percent.
Change in rated capacity that leads to an increase in emissions of volatile organic compounds of more than 10 percent.
You are planning a significant change to a system operated by you with a solvent consumption above the threshold values according to Annex I of the 31st BImSchV.
- You submit your notification with the relevant data for the installation to the authority responsible for you
- The competent authority checks your notification
- If necessary, the competent authority will request further documents from you
You are committing an administrative offense if you do not submit the notification or do not submit it correctly, completely or on time.
None. The administrative service is a real act against which no legal remedy is possible.

- Significant changes to an installation that does not require a permit and whose solvent consumption is above the threshold values in Annex I of the 31st BImSchV must be notified
