If you transport passengers for a fee, you need a driver's license for passenger transport (FzF).
If you are transporting passengers in a motor vehicle and a permit is required for this transport in accordance with the Passenger Transport Act, you will need a driving license for passenger transport (FzF) in addition to the general driving license. This also applies if you transport passengers in an ambulance for a fee or for business purposes.
A driving license for passenger transport (FzF) is not required for
- Ambulances of the German Federal Armed Forces, the German Federal Police, the police and the troops and civilian staff of other states party to the North Atlantic Treaty Organization (NATO),
- Civil protection ambulances if they are used for this purpose,
- ambulances of fire departments and rescue services recognized under national law.
If you have a category D or D1 driver's license, you only need an FzF if you drive a cab, a rental car or for bundled emergency transport.

- Current registration certificate, if applicable
- EU/EEA driver's license

- Proof of physical and mental aptitude
- Certificate of good conduct for submission to an authority
- Current information from the driving aptitude register
If the FzF is to apply to cabs or rental cars for bundled on-demand transport, additionally
- Proof of the required local knowledge by means of a certificate from a suitable body
If the FzF is to apply to ambulances, additionally:
- Proof of participation in a first aid training course
- EU or EEA driving license required for driving the vehicle
- Minimum age: 21 years;
if restricted to ambulances: 19 years of age - Personal reliability
- Mental and physical fitness
- Sufficient eyesight
- Possession of an EU/EEA category B driver's license (or equivalent) for at least 2 years (at least one year if the FzF is restricted to ambulances) or 2 years of possession of the driver's license within the last 5 years
- if the FzF is to apply to ambulances: Participation in first aid training
- if the driver's license is to apply to cabs or hire cars or to bundled on-demand transport: Passing a specialist knowledge test
The fee is based on the scale of fees for road traffic measures (GebOSt).
