Events for which public roads are used more than is customary require a permit. This applies in particular to

• motor sport events with motor vehicles, vintage cars or motorcycles
• Cycle races, cycle tours, triathlon events, public hikes and public runs
• Rides in closed groups
• parades
• Street festivals, traditional events, markets

Races with motor vehicles on public roads are prohibited.

Prerequisites

A permit or exemption may only be granted for events that are organized and carried out responsibly by an event organizer. The organizer must guarantee that the event will be carried out in accordance with the conditions and requirements of the licensing authority. A permit or exemption is issued following a written application. The road traffic authority examines the application and the documents submitted and consults the authorities to be involved (police and road construction authorities, forestry and nature conservation authorities).
The permit or exemption can be linked to conditions and requirements and to orders for traffic-regulating and traffic-restricting measures. These measures will be agreed in advance with the organizer.

Exceptions to prohibitions or restrictions are possible in certain individual cases or generally for certain applicants. An exception may only be granted in particularly urgent cases. The safety of traffic must not be impaired by the exemption. If necessary, this will be ensured by imposing appropriate requirements and conditions.

• Written confirmation from the organizer that the organizer is aware that the event constitutes special use within the meaning of Section 8 of the Federal Trunk Roads Act. In particular, the declaration must confirm knowledge of the reimbursement claims under road law, according to which the licensee must reimburse all costs incurred by the road authorities as a result of the special use.

The fee is between 10.20 euros and 2,301.00 euros, depending on the size of the event. Information on fees can be obtained from the responsible authority.

In addition to the fee for issuing the permit, fees may also be charged for the special use of the roads.

The application must be submitted in good time, at least four weeks (for events that extend beyond the area of a road traffic authority at least two months) before the start of the event, and correspondingly earlier for large events.

If the event is to be held outside the district of the competent authority or an exemption from the ban on racing on public roads is to be granted, the Lower Saxony State Authority for Road Construction and Traffic (Department 23) is responsible for approving the event.
