A general technical test certificate (abP) is issued for construction products and construction methods that can be evaluated according to generally accepted test methods. These products are exhaustively listed in the Technical Building Regulations (cf. MVV TB Parts C 3 and C 4).

According to § 24 of the Lower Saxony Building Code (NBauO), the MPAs are recognized as a testing, certification and monitoring body and are listed by the German Institute for Building Technology (DIBt) under the identifier NDS01 (MPA BS) or NDS04 (MPA H) for various construction products and construction methods listed below.

Construction:

C 3.1: Prefabricated ventilation ducts subject to fire resistance and/or sound insulation requirements. [MPA BS only]

C 3.2: Building materials for which only fire behaviour requirements are imposed and which must be non-combustible, without combustible components, or which must be normally flammable. Excluded are building materials of section D 2.2. [MPA BS and MPA H]

C 3.3: Building materials which are subject to fire behaviour requirements only and which must be normally flammable. Excluded are building materials of section D 2.2. [MPA BS and MPA H]

C 3.4: Building materials which are subject only to requirements for reaction to fire and which must be non-combustible, with combustible components, or which must be flame retardant, excluding floor coverings. [MPA BS and MPA H]

This does not apply to parts of structural installations to which further requirements are imposed, if the relevant construction methods deviate significantly from technical building regulations or if there are no generally accepted rules of technology for the relevant construction methods. Erforderliche Unterlagen

The MPAs require:

▪ a completed and signed application form, which is currently available as a PDF

▪ If applicable, declaration of consent / declaration of conformity from the manufacturer (in the case of transfers)

▪ the test reports / test certificates serving as the basis for the general building inspectorate test certificate, provided as a readable PDF in German

▪ If applicable, confirmation that the essential construction products to be listed in the requested abP have remained the same as the construction products listed in the test reports / test certificates in terms of their composition (additives that are changed in the course of production for process control are excluded from this) and their manufacturing process

▪ a textual description of the abP object (e.g. Field of application, product description or design of the design)

▪ a subscription rate for the annexes of the requested abP; this is mainly relevant for the types of construction

▪ a tabular assignment of the designs shown in the drawing set to the versions tested in the test reports / test certificates

▪ If applicable, declaration of assumption of costs in the event of cost assumption by the manufacturer

Kosten

The amount of the fee is calculated according to expenditure on the basis of the Lower Saxony Construction Fee Regulations (BauGO), Annex 1 items 3.2, 3.3, 4.1 and/or 4.2

The fees incurred are usually in the range of €300 to €2,000 for the reissue or extension of a general technical test certificate for construction products and usually in the range of €1,500 to €40,000 for the reissue of a general technical test certificate for construction methods or €1,500 to €5,000 for the extension of a general technical test certificate for construction methods.

The fees are levied after the abP has been issued by means of a fee notice. If an application is rejected, fees may also be charged in accordance with Section 1 (2) of the Building GO.

The use of electronic payment systems is not yet possible. As a rule, payment is made by bank transfer on the basis of the fee notice.

The amount of money that is required for the acceptance of applications and the examination of applications must be collected directly at the time of application. For the acceptance of the application, the creation of the process, the formal examination of the application and the examination of the documents received for completeness with regard to the content of the application, fees are charged in accordance with § 1 para. 3 BauGO.

Verfahrensablauf

  • After receipt of the application, the responsibility of an employee (SB) for the technical examination is determined and the documents are checked for formal completeness.
  • If the application documents are complete, the applicant will receive a confirmation of receipt.
  • In the event of missing or incorrect documents, the applicant will be asked to submit or check the documents later
  • If the application is complete, a fee determination will be carried out.
  • The applicant will be informed when the processing of his/her abP will begin.
  • After a draft has been created, the applicant will be sent a one-time draft to review the abP, in which any necessary corrections to the drawing set identified by the MPA will also be communicated.
  • After the return, the processing and completion of the abP will be resumed.
  • Subsequently, the issued abPs will be sent to the applicant.
  • After a further 6 to 8 weeks (after the expiry of the 4-week objection period), the abP will be published.

What is the end of the application process?

The application process ends with a decision to issue the abP or a rejection notice.

Applications can be submitted to the Materials Testing Institute for Construction (MPA BS) in Braunschweig or the Materials Testing Institute for Construction and Production Technology (MPA H) in Hanover with further facilities in Clausthal-Zellerfeld and Garbsen. According to § 24 of the Lower Saxony Building Code (NBauO), the MPAs are recognized as a testing, certification and monitoring body and are listed by the German Institute for Building Technology (DIBt) under the identifier NDS01 (MPA BS) or NDS04 (MPA H) for various construction products and construction types. As state enterprises, both MPAs are subject to the technical and service supervision of the Lower Saxony Ministry of Economic Affairs, Labour, Transport and Digitalisation in accordance with § 26 NLHO.
