Administrative Regulation on Admission to Higher Education with Foreign Educational Certificates

If you apply for a course of study at a state university in Lower Saxony with foreign certificates, it will be checked whether you have the necessary requirements.

If you would like to study at a university in Lower Saxony with a foreign school or university degree, your degree must be sufficient for admission to the programme.

Admission requirements are not the same for all universities and degree programs. Some courses of study require special professional skills that you must demonstrate.

Proof of language skills must also be provided.

The universities in Lower Saxony provide you with information and counselling services on these requirements.

The universities support you in being able to apply for courses of study in Lower Saxony on time and in due form and provide information on what is missing, what works and what does not work.

A fee is often charged to assess the equivalence of foreign qualifications. Some universities have outsourced the examination of foreign certificates to external service providers, for example uni-assist.

• General application documents (depending on the course of study or rules of the universities)

As a rule, the procedure is as follows:

• You submit your application with the necessary documents to the university or, if applicable, to the uniassist e.V. service centre
• Your certificates and certificates will be checked as part of the application process. If necessary, missing documents will be requested
