  • You must prove the financial capacity of the company
  • You must prove personal reliability
  • The place of business or branch must be in Germany
• Transport-related requirements:
  • The planned route only includes roads that are suitable for this purpose
  • Transport must meet the requirements of local transport planning
  • Where appropriate, the transport must take into account the exclusive rights of other transport undertakings
  • The traffic must correspond to the public transport interest

• Fill out the application and submit it along with the required documents.
• The licensing authority will check the application for completeness and, if necessary, contact you if you have any questions.
• The conditions for a permit for the use of trams are being examined.
• Before deciding on the application, the licensing authority conducts a consultation procedure with external parties (e.g. companies that already offer scheduled services, cities, municipalities or districts, trade inspectorates and chambers of commerce and industry).
• If all the conditions are met, you will be granted the permit and a certificate of approval will be submitted. The authorisation is usually valid for 15 years, in certain cases up to 22.5 years.

You can appeal against the decision to the Landesnahverkehrsgesellschaft Niedersachsen mbH (LNVG).
