Persons receive information from the vehicle register about their own stored data, authorized bodies and authorized third parties.

The Central Vehicle Register (ZFzR) of the Federal Motor Transport Authority (KBA) stores vehicle and owner data for vehicles to which a license plate number has been assigned. License plates in this sense are in particular

• Standard license plates,
• seasonal license plates,
• classic car license plates,
• export license plates,
• insurance license plates (moped, moped, mokick, scooter, motorized ambulance),
• red license plates (dealer license plates and red classic car license plates) and
• short-term license plates
• Green license plates

The respective data is recorded by the local registration authorities and the insurance companies and transmitted to the ZFzR.

The central vehicle register can, among other things

• provide information on vehicle and owner data, for example in the context of official investigations and vehicle registration,
• assist in the prosecution of legal claims in connection with participation in road traffic,
• provide manufacturers with owner addresses for recall campaigns so that vehicle defects can be rectified in the interests of road safety and environmental protection,
• support measures to ensure insurance cover and the implementation of motor vehicle tax law,
• provide support for measures in accordance with the Federal Act to Ensure Performance and Traffic Safety and for disaster control within the framework of the relevant state laws,
• secure ownership of the vehicle and
• provide a comprehensive database for statistical and market evaluations of the vehicle population and its changes.

Persons receive information from the vehicle register about their own stored data. In addition, only authorized bodies receive information, as well as third parties, if they demonstrate that they need the data to pursue or assert legal claims in connection with participation in road traffic.

As a rule, information on the owner is obtained from the local registration authority in order to pursue legal claims in connection with participation in road traffic and must be provided by the applicant, stating the license plate number or the vehicle identification number (VIN) and explaining the facts of the case.

Only authorized bodies and citizens receive information from the vehicle register.

• The Central Vehicle Register of the Federal Motor Transport Authority stores vehicle and owner data on vehicles that have been allocated or issued a license plate number or that have been regularly inspected or tested in accordance with regulations based on Section 6 (1) sentence 1 no. 6 StVG (see Section 31 (2) StVG).
