The safety and health protection of employees and third parties have top priority when handling explosive substances. Compliance with the prescribed protective measures in the commercial sector is a basic prerequisite for this.

Commercial handling and traffic must be reported to the competent authority before commencing the activity. This also applies to the sale of pyrotechnic articles (fireworks) of categories F1 and F2.

If you wish to sell fireworks on an annual basis, a one-off notification is sufficient.

A new notification is required if there have been changes since the initial notification (e.g. change of address, changes in the persons responsible).

If you permanently discontinue the sale of fireworks or permanently close the sales facility, you must notify the competent authority.

Small quantities of pyrotechnic articles of categories F1 and F2 may be stored without a permit. If you wish to store quantities in excess of this, you require a permit in accordance with § 17 of the Explosives Act.

If a permit in accordance with the Explosives Act is required, this must be obtained prior to commencement of the activity. As part of this notification, a person responsible for the management of the business or each branch must be named.

You can submit your notification in writing or electronically.

Once you have submitted the application and all documents are complete, the competent authority will check whether all requirements for notification under the Explosives Act have been met.

If all documents are complete, you have fulfilled your obligation to notify.

You may only commence your activity once you have fulfilled the obligation to notify.

The notification must be submitted at least two weeks before commencing work. If you do not comply with your duty of notification or do not do so in good time, you are acting in violation of the regulations.

The sale and storage of New Year's Eve fireworks is associated with particular risks. The district government therefore regularly informs retailers by means of an information leaflet. It contains the current regulations on how retailers must store fireworks and what they must observe when selling them.

The district government inspects the sale of New Year's Eve fireworks on site. Before the New Year, employees visit the retailers and check the storage conditions, for example.

• The handling and sale of pyrotechnic articles (fireworks) of categories F1 and F2 must be notified to the competent authority
• Changes to the initial notification must be reported again
• The cessation of the sale of fireworks must also be reported immediately
• Sufficient supervisory staff must be available for the sale and storage of fireworks
• The notification must contain details of the management of the sales outlet/branch and the person responsible
