The responsibility lies with the district, the independent city, the cities of Cuxhaven, Göttingen and Lüneburg or their waste disposal companies, the special-purpose associations waste management Celle, Hildesheim and the Hanover region as well as the municipal institutions under public law in Goslar, Nienburg, Peine and Wolfsburg.
