If you want to set up as a non-medical practitioner to practice medicine, you need a license.

Anyonewishing to practise medicine professionally without being licensed as a doctor requires a license to do so. The practice of medicine is any professional or commercial activity to diagnose, cure or alleviate illness, suffering or physical injury in humans, even if it is carried out in the service of others. In addition, the activity must require specialist medical knowledge and must not cause any damage to health. To practise medicine, you must apply for and obtain a license from the competent authority.

You must meet minimum statutory requirements and undergo a knowledge check before the expert committee set up at the State Office for Social Affairs, Youth and Family.

• Proof of identity with photograph,
• a birth certificate or an extract from the family register,
• a brief curriculum vitae,
• if applicable, a registration certificate (if the identification document is not an identity card),
• an official certificate of good conduct, which must not be older than one month,
• proof that the applicant has at least completed secondary school,
• a medical certificate, which must not be more than one month old, stating that there are no indications that the applicant lacks the aptitude required to practise as a non-medical practitioner due to a physical ailment or weakness of mental or physical strength or due to addiction,
• a declaration as to whether criminal proceedings or a public prosecutor's investigation are pending against the applicant,
• a declaration as to whether and, if so, to which authority a license under the HeilprG has previously been applied for,

any other documents and evidence.

You must

• be at least 25 years old,
• have at least a secondary school leaving certificate or another equivalent qualification,
• be able to prove their physical and mental aptitude to practise medicine by means of a medical certificate and

be able to prove the reliability required for practicing medicine by means of an official certificate of good conduct.

• You submit the application to practise medicine, including all the necessary documents, to the competent body.
• The competent body checks whether all requirements have been met
• You take the knowledgetest (written and oral)
• If you pass the examination, you will be granted a license.
• You can find information on the examination in accordance with the Heilpraktikergesetz on the website of the Lower Saxony State Office for Social Affairs, Youth and Family.

The knowledge check takes place on fixed examination dates. You should therefore contact the relevant office in good time to find out the closing date for applications.

If you have submitted an application for permission to practice, the competent authority will decide on this promptly. Please note that there is usually a waiting period between application and invitation to the examination. In the run-up to the examination, the necessary documents are requested and invitations are sent out.

There is no overriding deadline; individual deadlines result from examination dates and any requirements for evidence.
