For the construction, operation and significant changes of a wastewater plant, depending on the size and type of the plant, a water law plant permit may be required in addition to the water law discharge permit or indirect discharge permit (into the public sewage system). This is usually linked to the discharge permit or indirect discharge permit.

Adaptation measures to the rules of technology according to the Act on the Order of the Water Resources (WHG) do not constitute a significant change, unless adverse effects on humans, animals or plants, soil, water, air, climate or landscape, including the respective interactions, as well as on cultural or other material assets are to be expected due to the special features of the individual case due to structural changes or changes in the operation of the plant.

Small sewage treatment plants are exempt from approval under water law.

If a water permit is granted, an additional building permit is no longer required.
