The organization of a traveling camp for the sale of goods or services must be notified two weeks before the start of the event to the authority responsible for the location of the event if the event is to be advertised publicly. This results from § 56a para. 1 sentence 1 GewO.
The touring camp may only be managed on site by the organizer named in the notification or a representative authorized by him in writing; the name of the representative must be communicated to the authority in the notification. If a legal entity acts as the organizer (GmbH, AG, Ltd. ...), a representative must always be named, as the legal entity cannot act on site in its own person.
The public announcement must state
- the type of goods or services to be sold
- the location of the event
The following may not be announced in the public announcement
- free gifts (goods or services)
- competitions, prize draws, lotteries
The advertisement must meet the following requirements:
- 2 copies (not necessary if submitted by e-mail or fax)
- the wording and nature of the public announcement must be specified
- The place and time of the event must be stated
- The name and address of the organizer and the person for whose account the goods or services are to be sold must be stated (home or commercial establishment)
- If applicable, the name of the organizer's representative authorized in writing
- A copy of the organizer's travel trade card
- Completed notification form
- Copy of the travel trade license of the organizer
if the notification is made in person:
- additional identity card or passport
in the case of representation:
- additional power of attorney with identity card of the applicant and the authorized representative
for legal entities:
- Copy of the current extract from the register (e.g. commercial register, register of cooperatives or register of associations)
- The organizer of a touring camp must be in possession of a touring trade license.
- The organizer's representative authorized in writing must be in possession of a duplicate or a certified copy of the organizer's travel trade card.

- Submission of the notification including all required documents
- Forwarding a copy of the notification to the local Chamber of Industry and Commerce (IHK)
- Confirmation of the notification by the authority after receipt of the statement from the IHK
Confirmation of the advertisement will be made within 14 days of receipt of the complete documentation.
The organizer's representative with written authorization is always bound by instructions in this function and is therefore not self-employed. He must therefore be in possession of a duplicate or a certified copy of the tour operator's travel trade license. Any existing travel trade license held by the representative for their own independent travel trade activities does not satisfy this requirement.
The organization of an event in which goods or services are to be offered temporarily from a fixed point of sale (itinerant camp) must be notified to the local regulatory authority if an unspecified number of people are to be made aware of this event (public announcement).
