Public scales within the meaning of the Weights and Measures Act are scales that are used to weigh goods belonging to third parties.
If you wish to start or stop operating a public weighing instrument, you must notify the competent authority immediately.
Anyone using a public weighing machine must
- mark the public scales with a sign affixed to the outside with the clearly legible inscription:
- "Public weighing scales, weighing range from ... kg to ... kg";
- the word "scales" may be followed by references to the type of scales, their intended use or their owner,
- immediately notify the competent authority of the commencement and cessation of operation of a public weighing instrument.
Anyone using a public weighing instrument must ensure during weighing that:
- they are carried out conscientiously and impartially and
- they are rejected if the user of the public weighing instrument, the operating personnel carrying out the weighing or one of their relatives within the meaning of Section 383(1)(1) to (3) of the Code of Civil Procedure (ZPO) has a direct interest in the weighing result.
Anyone using a public weighing instrument must ensure that the weighing result is certified by the signature of the person who determined it.
The following information must be included in the certificate:
- The indication that it is a public weighing,
- the place and date of the weighing
- the client of the weighing,
- the type of goods to be weighed,
- in the case of weighing motor vehicles or trailers, the license plate number,
- in the case of an automatic weighing instrument equipped with a totalizer
- the status of the totalizer before and after public weighing and
- the weighing result obtained.
Anyone using a public weighing instrument must keep the records of the certified public weighings for a period of two years from the date on which the weighing was completed.
According to key number 19.1.1.3 Annex to § 3 of the Measurement and Calibration Fees Ordinance

Notification of the use of a measuring device in accordance with § 32 MessEG
Notification of public scales to EAB with the following information:
- Information from § 32 MessEG or confirmation of the notification according to the online form
- Information on measuring range, serial number, location if applicable, if different from § 32 MessEG notification
Confirmation of the notification
Inclusion in the database on the extranet of the verification authorities
Public scales within the meaning of the Weights and Measures Act are scales that are used to weigh goods belonging to third parties.
Weighing goods of third parties means that neither the operating personnel nor the scale owner may have an interest in the weighing result.
The scales must be available to everyone during the specified opening hours. This requirement may also be met, for example, at a wholesale market or abattoir, if only a certain group of people have access to the scales.
