Developers can apply for subsidies for the construction of rental housing with rent and occupancy restrictions (so-called social housing) as part of the social housing promotion program of the state of Brandenburg.
With the social housing promotion program, the state of Brandenburg creates incentives for the construction or development of housing with rent and occupancy restrictions (so-called social housing). The aim is to support households with socially acceptable rents who are unable to find suitable housing on the market due to their low income. At the same time, the funding objectives are intended to contribute to stable housing and neighborhood conditions as well as to accessibility, intergenerational equity and climate protection.
For the creation of social housing in conjunction with rent and occupancy control, builders and owners can apply for state funding in the form of grants, subsidized loans or other non-cash benefits. This applies to both new construction and the restoration of living space. In addition, the modernization and repair of rental apartments is supported with loans.
For so-called social housing, there is a time-limited maximum rent that is tied to the subsidy (generally below the local basic rent) and a restriction on letting to tenants entitled to housing. A certificate of eligibility for housing (WBS) is therefore a prerequisite for renting subsidized apartments.
You can apply to the Investitions- und Landesbank for funding for the creation or modernization and repair of rental housing. The Ministry of Infrastructure and Regional Planning (MIL) of the State of Brandenburg is responsible for the design of and compliance with the funding conditions as well as the decision on funding.
- Application for funding for the creation of new rental housing by the developer or owner, or for the modernization and repair of rental housing, including the necessary facilities

Natural and legal persons are eligible to apply as builders or owners. Measures in defined areas (including redevelopment and development areas, "priority residential areas", urban redevelopment areas) are eligible for funding. Further requirements are
- Proof of the financial viability of the project
- Own contributions of at least 15 percent of the total costs for the modernization and repair of rental apartments and 20 percent of the total costs for the creation of rental apartments
- Compliance with rent and occupancy restrictions for 20 or 25 years after completion
- Compliance with the property requirements defined in the funding guidelines (e.g. with regard to apartment sizes)
- Compliance with the award regulations in accordance with point 6.3 of the Rental Housing Construction Funding Regulations
Applications must be submitted to the Investitionsbank des Landes Brandenburg using the forms available at https://www.ilb.de/de/wohnungsbau/ under "Förderung von Mietwohnraum".

The decision on acceptance into the program is made by the Ministry of Infrastructure and Regional Planning of the State of Brandenburg.
