For admission or transfer to a special school, a special educational assessment procedure is carried out in advance under the direction of the responsible regional state education authority.
Children and young people with special educational needs should attend school in the state of Brandenburg together with other children near their place of residence. Pupils who cannot be adequately supported in joint lessons or whose parents wish them to attend a special school or special class are admitted to a special school that meets their special educational needs at the request of the parents, the school management or the pupil (after the age of 14). The state education authority decides on the appropriate place of learning on the basis of the educational recommendation of the support committee, taking into account the parents' wishes.
The regulations of the assessment procedure apply accordingly if the pupil attends or would like to attend an independent special school or if special educational support is to be provided in joint lessons at alternative schools in all areas of special education and in the case of special educational needs in autistic behavior.
Special schools focus their educational work on the individual support needs of pupils. In accordance with the recommendations for special educational support laid down by the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK), the schools are divided into special educational focuses:
-Learning
-Language
-Emotional and social development
-Intellectual development
-Hearing
-"Physical and motor development"
-vision"
-Schools for the sick
Schools with a special educational focus on "intellectual development" are all-day schools and are divided into learning levels. Schools with a special educational focus on "learning" can cover grades 1 to 10 and are geared towards the special needs of pupils with significant learning disabilities. Both types of school each have their own course of education leading to graduation from the respective type of school. Schools with a special educational focus on "language" and "emotional and social development" cover grades 1 to 6 and generally follow the same course of education as elementary school. They are designed to enable pupils to make the transition to mainstream school as early as possible. Children with a special educational focus on "language" can also be taught in special classes in years 1 and 2, which are attached to elementary school, under special circumstances. Schools with a special educational focus on "hearing" (Wilhelm-von-Türk-Schule in Potsdam) and "sight" (Brandenburgische Schule für Blinde und Sehbehinderte in Königs Wusterhausen) cover grades 1 to 10 and offer primary and secondary school courses. Pupils with a special educational focus on "physical and motor development" who cannot be supported in joint lessons or whose parents wish them to attend a special school can attend a special school with a special educational focus on "physical and motor development". The school for the sick is located in the Asklepius Fachklinik in Brandenburg an der Havel. If there is no permanent school provision in a clinic, pupils receive home schooling during their stay in the clinic.
Decision of the State Education Authority in the form of a decision on the special educational needs identified as part of a special educational needs assessment procedure and assignment to a special school.
A completed special educational assessment procedure in which a corresponding special educational need has been determined.
- If the child is to be admitted to a special school, an application for the determination, modification or termination of special educational needs must first be submitted to the regional state education authority.
- The state education authority commissions the responsible special educational support and advice center to carry out the assessment procedure.
- The assessment procedure is carried out by a support committee and is usually divided into
1. the basic assessment of special educational needs (Level I) and
2. the support-diagnostic learning observation (level III).
- The support committee then draws up an educational recommendation.
- The state education authority then decides, taking into account the parents' wishes, on the basis of the educational recommendation of the support committee after carrying out stage I or stage II, whether and which special educational needs exist. If this is the case, the state education authority decides on
1. the place of learning,
2. the grade level,
3. the framework curriculum to be used,
4. the content of the support and
5. if necessary, whether compensation for disadvantages is to be granted. - With the decision of the State Education Authority, the pupil is admitted to the school and the school relationship is established.
Depending on the pupil's year level, deadlines for admission to the first (enrolment, Ü1) or seventh year level (Ü7) must be observed.
- In accordance with § 30 Para. 2 of the Brandenburg School Act (BbgSchulG), pupils of compulsory schooling whose parents request it or for whom the requirements of § 29 Para. 2 of the Brandenburg School Act are not met in the other types of school, attend the appropriate special school or special class. A special educational assessment procedure must first be carried out for this.
