Purpose

The funding is aimed at providers of private primary and secondary schools that require subsidies for staff costs in order to ensure that teaching can continue. Flat-rate grants are awarded for the necessary personnel costs.

Object

Private primary and secondary schools that are operated by a legal entity under public or private law and operate on a non-profit basis are granted benefits for staff costs in accordance with Art. 31 of the Bavarian School Financing Act (BaySchFG).

The school authorities receive lump-sum grants for each school year for the necessary personnel expenses in accordance with paragraphs 1 and 2 of Art. 31 BaySchFG. Benefits are only granted if the school has existed for at least two school years (grace period) without any significant complaints from the school supervisory authorities. During the first two school years, the grants are limited to 65% of the benefits according to Art. 31 Para. 1 BaySchFG. Teacher hours per week of any assigned state personnel are deducted from the calculated eligible teacher hours per week.

Eligible costs

Private primary and secondary schools approved by the school authorities are granted lump-sum subsidies for the necessary personnel costs under the conditions specified in Art. 31 in conjunction with Art. 29 BaySchFG.

Eligible costs within the scope of Art. 31 BaySchFG include costs directly associated with the necessary personnel expenses for the operation of private primary and secondary schools:

  • Costs for teachers who provide lessons in accordance with the approved timetables
  • Costs for support teachers who are employed specifically to support school operations.
  • Costs for state teachers who have been assigned to the school authority on application (para. 6). These include salaries, allowances, travel expenses and other service-related benefits.

Type and amount

The funding is granted as a subsidy.
The type of grant is a project grant.
The funding period covers the entire duration of the project.

The school authorities receive lump-sum grants for each school year for the necessary personnel costs in accordance with paragraphs 1 and 2 of Art. 31 BaySchFG. Benefits are only granted once the school has been in operation for at least two school years (grace period) without any significant complaints from the school supervisory authorities. During the first two school years, the grants are limited to 65% of the benefits according to Art. 31 Para. 1 BaySchFG. Schools with fewer than 14 pupils are not eligible for funding (para. 7 sentence 4).

The grant is calculated on the basis of the eligible teacher hours per week, which are based on fixed tables (Art. 31 Para. 2). The eligible teaching hours per week are multiplied by the flat-rate costs per teaching staff hour (§ 31 Para. 4). The lump sums are based on the annual salary of a state civil servant in salary group A 12 (§ 31 Para. 5). Teacher hours per week of any assigned state staff are deducted from the calculated eligible teacher hours per week.

If a proportion of the weekly teaching hours are provided by teaching staff in grade A 10 or lower, the grant may be reduced proportionately:

  • From 25 %: Reduction by 5%.
  • From 50 %: Reduction by 10 %.
  • From 75 %: Reduction of 15 %.

Erforderliche Unterlagen

    • Completed application form: The application must be submitted with all required documents to the Bavarian State Office for Schools, which decides on the approval of the benefits.
    • Proof of non-profit status (certified by the responsible tax office): Proof of non-profit status must be submitted when applying for funding. This is usually issued by the responsible tax office.
    • Approval notice from the local government: This notice confirms that your school has been approved by the school supervisory authority and meets the legal requirements for operation.
    • If necessary, further documents: If necessary, further documents must be submitted as required by the Bavarian Teaching Authority for Schools. You can obtain the necessary application forms from the Bavarian State Office for Schools.

Voraussetzungen

The requirements according to Art. 29 and Art. 31 BaySchFG are, among others

  • Proof of non-profit status of the school authority - certified by the responsible tax office
  • Existence of a school supervisory approval of the school according to Art. 92 ff. BayEUG
  • Ensuring the economic and legal status of the teaching staff in accordance with Art. 97 Para. 1 BayEUG
  • Approval notice from the locally responsible government
  • Further documents as required by the Bavarian State Office for Schools; the necessary application forms can be obtained from the Bavarian State Office for Schools
  • The school must be state-recognized or approved.
  • Benefits are only granted if the school has been operating for at least two years without any significant complaints from the school supervisory authority.
  • The school must have at least 14 pupils.
  • Staff costs are only eligible for funding if a sufficient number of qualified teachers are employed. If more than 25% of the teaching staff are in grade A 10 or lower, the grant will be reduced.

Exclusion criteria:

Schools with fewer than 14 pupils are not eligible for funding (Section 31 (7) sentence 4).
