The housing entitlement certificate is issued upon application by the responsible authority (district offices, independent cities, large district towns or "large delegation municipalities"). The designation also requires such an application.
A distinction is made between the general and the specific housing entitlement certificate.
- With the general housing entitlement certificate , the person seeking housing can in principle apply for a corresponding subsidized (social) rental apartment anywhere in Bavaria. The scope of the housing entitlement (in particular the number of household members, appropriate apartment size) is precisely described in the general housing entitlement certificate.
- The specific housing entitlement certificate is only issued for a specific apartment.
Certain subsidized rental apartments, in particular social housing in areas with increased housing needs defined by ordinance, may only be made available to a person seeking housing who has been nominated by the competent authority for the specific apartment. In these cases, a certificate of eligibility for housing is not required.
- Since the entitlement to housing extends to all members of the household, appropriate proof must be submitted for all members of the household, in particular regarding household membership and income.
The certificate of eligibility for housing is issued for the person seeking housing and the members of their household; in addition to spouses and children, this also includes certain other persons with whom a residential and economic community exists. The prerequisite for the issue of a certificate of eligibility for housing (and also a designation) is therefore in particular that
- the person seeking accommodation is legally and actually in a position to establish a long-term residence for the household and
- the total income of the household does not exceed the relevant income limits.
The amount of the income limits depends on the apartment in question. You can find more information on the income limits under "Related topics" - "Social rental housing". In the interests of mixed resident structures, there is no uniform income limit for subsidized rental housing in Bavaria.
- Designation for a specific apartment: 12.50 to 25.00 euros
