The districts promote the expansion of a comprehensive range of outpatient services through social psychiatric services, which are generally operated by independent welfare organizations. The personnel and material costs are mainly financed by the district.

The social psychiatric services teams are generally made up of social pedagogues, psychologists and volunteers who offer counseling and support services, crisis care, group and leisure activities, home visits, cooperation and coordination services, planning and management of the various forms of help. They work closely with registered neurologists, psychiatrists, psychiatric clinics and other outpatient facilities.

The social psychiatric services are open to mentally ill people who are at risk of becoming chronically ill or who have chronic conditions with complex support needs, as well as to people who do not yet or no longer wish to receive psychiatric-psychotherapeutic treatment despite needing it, and to the relatives of those affected.

The personnel and material costs are mainly financed by the district.
