The Free State of Bavaria grants subsidies for construction measures on state roads, as well as for the construction of independent cycle paths and for measures to improve accessibility and access from private to public transport.
Purpose
The funding is used to strengthen the financing of investments by districts and municipalities in transport infrastructure. The aim is to improve traffic conditions and increase road safety and accessibility.
Object
The following can be funded from the Bavarian Financial Equalization Act (Art. 13f BayFAG)
- Construction of local bypasses or relief roads in the course of state roads under special municipal construction obligation,
- Modification of existing intersections of state roads with district and/or municipal roads, provided that the municipalities and districts concerned bear the modification costs,
- Construction of dependent (footpaths and) cycle paths on state roads, insofar as the municipality bears the costs,
- Construction or expansion of cycle highways and other footpaths and cycle paths within the meaning of Art. 53 No. 2 of the Bavarian Roads and Paths Act as well as the expansion of public field and forest paths within the meaning of Art. 53 No. 1 BayStrWG, which are of importance for supra-local bicycle traffic and for which the municipalities are responsible for construction or the districts are responsible for special construction,
- construction measures by municipalities and districts to create accessibility and improve access routes in the transition area from private to public transport,
- Planning with regard to measures to create accessibility at railroad stations.
Eligible costs
Construction costs for the road structure and accessories are eligible for funding. Further information can be found in No. 6 of the Guidelines for Grants of the Free State of Bavaria for Road and Bridge Construction Projects of Local Authorities (RZStra).
Type and amount
The funding is granted as a subsidy.
The type of grant is a project grant.
Proportional or fixed-amount funding is granted in relation to the eligible costs. The amount of funding is determined in accordance with No. 7 RZStra.

- Explanatory report: A draft prepared in accordance with the guidelines for the design of road construction (RE)
- General site plan scale 1:25,000 or 1:5,000 with colored representation of the supra-local traffic network

- Verifiable calculation and/or explanation of cost sharing by third parties
- Proof of fulfillment of the legal requirements
- The remaining financing of the project or a construction phase with its own traffic significance must be guaranteed.
- The type and scope of the project must be urgently required to improve traffic conditions.
- The project must be structurally and traffic-technically sound, must protect the natural environment, the landscape and land as far as possible and must be planned in accordance with the principle of economic efficiency and economy.
- The needs of people with disabilities or restricted mobility must be taken into account.
- Funding in accordance with Art. 13f BayFAG is only possible if the eligible costs exceed the de minimis limit of EUR 50,000 and EUR 100,000 in the case of plans for measures to create accessibility at railroad stations.
- The funding contingent for new projects to be included in the program is limited. If the demand for funding exceeds the available funds, priority will be given to funding other types of projects over measures to improve accessibility and access routes as well as planning for measures to create accessibility at railroad stations.
- Projects on state roads must be coordinated with the responsible state building authority at an early stage.
Municipalities and rural districts can receive grants for the individual types of funding in accordance with the allocations in the description.
The application must be submitted by 01.09.2025.
Applications must be submitted by September 1 of the year preceding the start of funding at the latest. Please note that there is a deadline for the submission of applications for grants from funds under Art. 13f BayFAG. The project must not yet have begun.
You can lodge an appeal against the grant notification within one month. You will be informed of the competent court where you can lodge an appeal in the notification.
