The Free State of Bavaria supports the investment expenditure of towns, markets or municipalities for permanent green and recreational facilities on the occasion of Bavarian State Garden Shows.
Purpose
The purpose of the funding is to improve local recreational opportunities in urban areas and to improve urban ecological and climatic conditions to support integrated, sustainable urban-rural development by creating an urban green and recreational area on the occasion of Bavarian State Garden Shows.
Recipient of the grant
The recipient of the grant is the local authority on whose land or areas available to it by contract on a long-term basis (at least 25 years) the permanent green and recreational facilities are created on the occasion of a garden show and which bears the costs.
Eligible measures
Investment expenditure for the creation and significant expansion of green and recreational facilities that are made available to the public (after the horticultural show has been held) permanently and free of charge and are not intended to generate profit is eligible for funding. This also includes expenditure for the creation of public paths and squares.
Type and scope
The grant is awarded as project funding by way of pro rata financing as a subsidy towards the total eligible expenditure. For permanent investments in green and recreational facilities in the course of garden shows, the maximum funding rate is 50% of the total eligible expenditure. The grant per garden show can amount to a maximum of five million euros.
Within the framework of the respective state garden show, non-profit associations and organizations are also supported with 70% of the total eligible expenditure for the individual contribution for so-called longer contributions (in particular in the area of environmental education, nature experience and nature education). The grant amounts to a maximum of 50,000 euros per contribution. The de minimis limit for eligible expenditure is EUR 5,000 per contribution.
Since 2025, funding has also been provided for the expenditure shown in the implementation budget of a garden show that the municipality has to bear for the organization (preparation and implementation) of a garden show.

- Maintenance and after-use concept for the over-planned area, which takes into account the long-term ecological objective

- Financing plan to ensure the overall financing of the project
- Opinion on whether the relevant provisions of public law have been observed and the interests of environmental protection, nature conservation and water management have been taken into account.

- in the case of buildings: a breakdown of expenditure in accordance with DIN 276 or with Model 5 of Article 44 of the Bavarian Budget Code (BayHO)
The prerequisite is a successful application to Bayerische Landesgartenschau GmbH and the associated award of the contract by the Bavarian State Ministry of the Environment and Consumer Protection (StMUV) in consultation with the Bavarian State Ministry of Food, Agriculture and Forestry (StMELF).
For local authorities, the application for the grant must be submitted using the form in accordance with Model 1a of Art. 44 of the Bavarian Budgetary Regulations. The application must be submitted to the responsible government.
To participate in an application procedure with Bayerische Landesgartenschau GmbH, the relevant deadlines must be observed.
Once the contract has been awarded, applications must be submitted before the project begins. The project may not commence before a decision has been made on the application or before approval of the early start of the project.
