If you keep a dog, you must register it immediately.
Registration also includes registration for dog tax. Your data will be forwarded to the tax office responsible for dog tax. You do not need to register your dog in addition to dog tax.
Your transmitted data will be stored in the dog register.
For dangerous dogs you also need a permit.

You can register your dog in one of the following ways:
1. online via the online service,
2. in person at a Hamburg Service location of your choice – please note: a written or telephone registration is not possible there,
3. or in the responsible department for consumer protection, trade and the environment.
If you want to register your dog online:
If you wish to apply for registration of your dog in writing, you must contact the relevant Department of Consumer Protection, Trade and Environment:
1. online via the online service,
2. in person at a Hamburg Service location of your choice – please note: a written or telephone registration is not possible there,
3. or in the responsible department for consumer protection, trade and the environment.
If you want to register your dog online:
- You submit the application to register a dog and the required documents via the online portal “HamburgService Portal” of the Free and Hanseatic City of Hamburg.
- You can then download the proof of registration immediately.
If you wish to apply for registration of your dog in writing, you must contact the relevant Department of Consumer Protection, Trade and Environment:
- You fill out the application to register a dog and attach the required documents.
- Please submit this application and the required documents to a customer service center of your choice or to the Consumer Protection, Trade and Environment Department responsible for you.
- The customer service center or the Department of Consumer Protection, Trade and Environment will review your application and documents and decide whether your dog's registration can be approved.
- You will receive a notification after the examination has been completed.
Registering your dog takes approximately 10 minutes using the online service, and approximately 15 minutes if you register in person at the Hamburg Service. Processing time for written registration with the responsible Department of Consumer Protection, Trade and Environment is 1–3 business days.
Registration must be made within 2 weeks of taking up dog ownership or, in the case of puppies, within 3 months of age.

We recommend that you use the online service to register your dog – it is quick, easy and location-independent.
If you do not wish to use the service online, you can also register in person at a Hamburg Service location of your choice – but not in writing or by telephone – or at the responsible Department for Consumer Protection, Trade and the Environment.

By registering or deregistering your dog with the dog registry, you have already fulfilled your tax obligations. The data will be forwarded to the responsible tax office. The dog tax assessment notice will be issued automatically within four to eight weeks.
Microchipping is mandatory for dogs: All dogs over the age of three months must be identified with an electronically readable transponder (microchip). The microchip is applied by a veterinarian. Exceptions can only be granted for compelling veterinary reasons. A detailed veterinary certificate is required.
Puppies can also be registered without a chip number; this registration is only possible with the Consumer Protection, Trade and Environment Department responsible for you.
Registration can also be completed by an authorized adult. Bringing a dog is not required. Dogs are not permitted in the offices of the Free and Hanseatic City of Hamburg.
The fee reduction is only available in the case of dog tax exemption or dog tax reduction according to Section 11 paragraphs 1 to 3 of the Dog Tax Act (not in the case of other dog tax exemptions or dog tax reductions).
Foster dogs: Foster dogs staying in Hamburg for longer than two months must be registered. This applies regardless of whether the foster owner is the owner or whether the stay is not consecutive within a year.
Dog liability insurance: All dog owners must take out liability insurance. The minimum insured amount is €1 million, with a maximum deductible of €500. The insurance must cover at least the owner's liability. The insurance certificate must clearly state which dog is insured—ideally, the dog's microchip number must be included.
