- as a prerequisite for youth leaders to receive compensation for loss of earnings from state funding plan funds (for example when supervising holiday camps or when participating in initial training for youth leaders, also as team leaders)
- Attention: Only for youth leaders of Hamburg youth associations
- for free borrowing of books and other media from the Hamburg Public Library
- to receive free books and other publications on political education from the State Office for Political Education
- for free borrowing of media and equipment from the State Institute for Teacher Training and School Development Hamburg

- You have already turned 16 years old.
- For first-time application: You have completed appropriate training and attended a first aid course.
- When reapplying: You have attended appropriate training.
- You register at www.juleica-antrag.de
- You fill out the online application form and send it to the responsible office.
- The responsible authority will examine your application.

The Juleica is primarily intended for volunteers who work continuously in child and youth work. It can be issued to part-time and full-time employees who work as youth leaders. The youth welfare organization applying for the card is responsible for selecting the youth leader and for their training and further education.
