They can address requests or complaints to the relevant government authorities and to the people’s representatives.
A petition is a complaint or a request. As a citizen, you have the right to address requests and complaints in writing to the relevant authorities and to the people's representatives, either as an individual or as part of a group. In this way, you can provide direct impetus for the control of the administration. The Citizens' Petitions Committee deals with these concerns.

The Petitions Committee examines requests to and complaints about state bodies in the city of Hamburg. The committee does not deal with private matters; the courts may be responsible for these. Due to the separation of state powers, the Petitions Committee cannot examine the content of court decisions. A petition in matters relating to immigration law can be proposed by certain members of the Petitions Committee for consideration by the Hardship Commission.
