If you want to keep, breed or use vertebrates or cephalopods for animal testing, or use their organs or tissue for scientific purposes, you need prior permission from the responsible authority.
If you want to breed, keep or use vertebrates or cephalopods, you need permission from the responsible authority beforehand. This applies in the following cases:
- If the animals are to be used in animal testing.
- If the organs or tissue of the animals are to be used for scientific purposes.
- If you breed or keep the animals to give them to other people.
Please state the following in your written application:
Attach to the application evidence of the knowledge and skills of the staff.
- Your name and address
- the facilities and establishments serving the activity, including the premises and facilities and the staff there
- the type of animals affected and, species-specific, the housing capacities.
- Names of the persons responsible for the activity
- Names of the people who care for the animals and are responsible for their killing
- Names of animal welfare officers
Attach to the application evidence of the knowledge and skills of the staff.
You will receive permission if
- the person responsible for the activity has the professional knowledge and skills required for the activity based on his or her training or previous professional or other contact with animals,
- the person responsible for the activity has the necessary reliability.
- in the establishments and businesses serving the activity, suitable premises, facilities and sufficiently qualified personnel are available to enable the animals to be kept in a manner that satisfies the requirements of the Animal Welfare Act and the Animal Welfare and Experimental Animal Ordinance.
- It is ensured that the persons who care for or kill the animals can at any time demonstrate the necessary expertise.
- it can be expected that the necessary organisational, recording and labelling requirements will be met.
- one or more animal welfare officers have been appointed for the company
- an animal welfare committee was set up.
- in the case of breeding primates, the breeder has a concept to increase the proportion of animals that are descendants of primates bred in captivity.
The permit is subject to a fee. The fees are calculated according to the time spent on the basis of GebOöV 2.1.9.
- Submit your informal application to the responsible authority and attach the required documents and evidence.
- The responsible authority will examine your application and, if necessary, request further evidence.
- If necessary, the competent authority will carry out an on-site inspection to verify that the permit requirements are met.
- The responsible authority will decide on your application.
- You will receive a notice from the responsible authority.
The processing time depends on the scope of the activity requested. It is usually 4 months from receipt of the complete application. The processing time can be extended by 2 months in difficult cases.
Apply for permission early, ideally 6 months before you want to start the activities. You need permission to carry out the activities you have applied for.
